# Serbia
**Serbia** is the Western Balkan state that [[Aleksandar Vučić]] and his Serbian Progressive Party (SNS) have governed since 2012 — the vault's live test of whether a mass civic movement can beat a competitive-authoritarian incumbent at the ballot box, and the setting of the first Trump-family foreign concession to collapse under criminal indictment. It is an EU candidate that refuses to sanction Russia, while paying Trump-linked lobbyists in Washington.

## The Vučić system
Vučić was information minister under Slobodan Milošević in the late 1990s, rebranded as a pro-EU pragmatist, and has held power as prime minister (2014–2017) and president (2017–2026). The model is the one the vault files under [[Illiberal Democracy]] and [[Media Capture]]: elections are held and contested, but the field is tilted. One media-monitoring count reported in December 2025 gave the student list about **6.2%** of airtime on five national TV stations against **78%** for Vučić (one source).
## Novi Sad and the movement
On **1 November 2024** the concrete canopy of the newly renovated Novi Sad railway station collapsed, killing **16 people**. Students blamed corruption in the renovation, and the demonstrations that followed have run for nearly two years, at times drawing hundreds of thousands. Vučić's line has been that the students want to "destroy the state" under foreign influence; international bodies have raised concern about police violence and arbitrary detentions. The movement turned electoral rather than dispersing.
| Date | Event |
|------|-------|
| **1 Nov 2024** | Novi Sad canopy collapse; 16 dead |
| **28 Dec 2025** | Students run a signature drive in 100+ cities demanding snap elections (one source) |
| **Late Dec 2025** | Vučić says he will call early parliamentary elections in 2026, a year ahead of schedule |
| **14 Sep 2026** | Student-backed list — professors, teachers, athletes, experts — formally submitted to election authorities |
| **27 Sep 2026** | Vučić resigns the presidency (some outlets date it the 28th) to lead the SNS campaign and seek the prime ministership; **Ana Brnabić** becomes acting president. His second and final term would have ended in May 2027 |
| **25 Oct 2026** | Snap parliamentary election; a presidential election must follow by the end of 2026 |
Polls going into October showed a tight race. The move is the familiar term-limit workaround: shift the leader to whichever office holds more formal power.
## Trump world, Moscow, Brussels
- **Trump Tower Belgrade** — [[Jared Kushner]]'s [[Affinity Partners]] took a 99-year lease on the NATO-bombed Yugoslav General Staff site; the protected-status removal turned out to rest on a forged expert opinion, officials including the culture minister were indicted, and Affinity **withdrew on 15 December 2025**. Trial proceedings opened in February 2026. Full account, plus [[Donald Trump Jr.]]'s podcast intervention against the protests and the Trump-linked lobbying book, in [[Serbian Influence]].
- **Russia** — Serbia refuses to join sanctions over Ukraine. Its oil company NIS, **44.85%** owned by [[Gazprom]] Neft, is under US sanctions; in **January 2026** Gazprom Neft agreed key terms to sell its stake to Hungary's MOL, with Budapest lobbying for the deal and US approval required. Whether it has closed is not established here.
- **The EU** — Serbia's accession bid has stalled over democratic backsliding and the sanctions refusal.
