# Kyrgyzstan > [!info] Gateway page > One of the fifteen former Soviet republics compared at [[Post-Soviet States]]. **Kyrgyzstan** is where Russia's war economy and the West's sanctions regime meet. A member of every Russia-led bloc and host to a Russian air base, it became one of the main conduits for goods reaching Russia after 2022 — and in April 2026 the first country against which the EU used its anti-circumvention sanctions tool. | Item | Detail | |---|---| | Independence | 31 August 1991 | | Head of state | President Sadyr Japarov; next election 27 January 2027, and he is running | | Head of government | Chairman of the Cabinet Adylbek Kasymaliev | | Russia-led blocs | [[Collective Security Treaty Organization]] · [[Eurasian Economic Union]] · CIS | | Other blocs | [[Shanghai Cooperation Organisation]] — hosted the 2026 summit in Bishkek, 31 August–1 September | | Russian forces | Kant air base, opened 23 October 2003 | | Population | About 7.41 million (February 2026) | ## The sanctions conduit | Date | Measure | |---|---| | 16 January 2025 | The U.S. Treasury's [[Office of Foreign Assets Control]] sanctions Keremet Bank for moving transfers for Russia's Promsvyazbank | | October 2025 | The EU's 19th package lists Kyrgyz banks Tolubay and Eurasian Savings Bank and the Grinex crypto exchange | | 23 April 2026 | The EU's 20th package uses the anti-circumvention tool for the first time — against Kyrgyzstan — banning exports of CNC machining centres and radio and telecom equipment | | 14 May 2026 | EU bank-transaction bans take effect | The EU's own figures explain why: imports of high-priority items from the EU up roughly 800%, and Kyrgyz exports to Russia up roughly 1,200%. ## The 2026 purge On 10 February 2026 Japarov dismissed his security chief and deputy prime minister Kamchybek Tashiev — for years the regime's second power centre — after an open letter from 75 public figures called for an early presidential election. A week later the Constitutional Court ruled that Japarov's term runs to January 2027, ruling out an early vote. Tashiev was charged in the spring with abuse of office and coup plotting. The two-man arrangement at the top is now a one-man one. ## The counterweight The China–Kyrgyzstan–Uzbekistan railway (launched December 2024; China holds 51%, financed by a $2.3 billion, 35-year Chinese loan signed December 2025; target completion 2030) is a route that ties Kyrgyz trade to China rather than to Russia. ## Where it stands with Moscow Dependent — on Russian security guarantees, Russian labour markets and Eurasian Economic Union trade rules — and profiting from the war in a way that has made it the West's test case for punishing a third country. ## See Also - [[Post-Soviet States]] — all fifteen former republics compared - [[Uzbekistan]] - [[Office of Foreign Assets Control]] - [[Shanghai Cooperation Organisation]]
