# NESARA-GESARA
The belief that a sweeping economic-reform law — **NESARA**, the "National Economic Security and Reformation Act" — was secretly passed around 2000 and, once it finally takes effect, will cancel every American's debts, abolish the [[IRS]] and the [[Income Tax]], return the country to gold- and silver-backed money, and force new elections. **GESARA** (the "Global" version) spreads the reset worldwide. In its current form the payout arrives through a "Quantum Financial System" (QFS) that replaces the central banks and releases hidden trillions to ordinary people, triggered when [[Donald Trump]] and the "white hats" defeat the cabal. No such law was ever passed, or even introduced in Congress. [[Bellingcat]] calls it the "grandfather" of [[QAnon]], and it outlasted its grandchild: when QAnon faded after 2021, many of its followers moved back into NESARA/GESARA.
NESARA is the financial counterpart of [[The Storm]], just as [[Medbeds]] are the medical one. The Storm promises your enemies will be punished, medbeds promise your body will be healed, and NESARA promises your debts will be erased. All three arrive on the same promised day, and in believers' telling they are one event.
## Origin: A Real Proposal That Went Nowhere
- **Late 1980s–1990s:** Harvey Francis Barnard (1941–2005), an engineering consultant, wrote a monetary-reform scheme he called the National Economic Security and *Recovery* Act. It would have replaced the income tax with a national sales tax, abolished compound interest on secured loans, and returned the U.S. to bimetallic (gold and silver) currency. He self-published it in 1996 as *Draining the Swamp: Monetary and Fiscal Policy Reform*.
- **2000–2001:** Barnard released the proposal into the public domain and set up a NESARA Institute. **It was never introduced in Congress.** Before he died, Barnard denied that NESARA had been enacted or even given a bill number, and called the claims that grew up around it disinformation.
Barnard's ideas belong to a long tradition of hard-money and anti-income-tax thinking (see [[Gold Standard]], [[Sound Money]], [[Federal Reserve Conspiracy]]). What turned a fringe policy pamphlet into a conspiracy theory was the next step.
## The Mythology: The Dove of Oneness
Shaini Candace Goodwin, an online personality from the Pacific Northwest who called herself the "Dove of Oneness" and was a former student of Ramtha's School of Enlightenment, took over the NESARA name without Barnard's consent and built a much bigger myth around it:
- The act had been **secretly passed** and signed, with far broader provisions: all personal debts canceled, the IRS abolished, world peace declared, and new presidential and congressional elections held.
- It was to take effect at **10 a.m. on September 11, 2001**, but the beneficiary records were destroyed in the World Trade Center (see [[September 11 Attacks]]). The [[George W. Bush]] administration then suppressed it.
- A **Supreme Court gag order** made discussing it punishable by death — which explained why no one in government would confirm it existed.
Goodwin solicited donations from followers (including frequent-flyer miles, supposedly so she could meet secretly with officials around the world) and tied NESARA to the Omega Trust investment scheme, telling investors they would be paid once NESARA was announced. She died in 2010 and was never prosecuted. The template she left behind — a real document, a secret enactment, an evil suppressor, a gag order, and a payout that is always imminent — is the same structure QAnon later used.
## GESARA and the Quantum Financial System
- **Mid-2010s:** Followers globalized the story as **GESARA**, the "Global Economic Security and Reformation Act," with an added cast of Asian secret societies and hidden royal fortunes.
- **The Quantum Financial System:** In the QAnon-era version, the reset runs on a secret, supposedly incorruptible "quantum" banking network that replaces the [[Federal Reserve]] and the existing banking system. Lead Stories found no record that any such system exists. The QFS is also the switch that releases [[Medbeds]]: British promoter Charlie Ward said in 2021 that medbeds would be available "once we switch on the quantum financial system."
- **Currency revaluation ("the RV"):** Believers expect worthless or weak currencies — Iraqi dinars, Zimbabwean dollars — to be revalued overnight, making anyone who holds them rich. That expectation is the basis of a whole resale market.
## QAnon's Grandfather — and Its Successor
In December 2022, [[Bellingcat]] analyzed about 2,200 conspiracy-related Telegram channels across Europe and found GESARA posts rising steadily from January 2022 while classic QAnon vocabulary stalled. Channels devoted only to GESARA kept gaining followers as QAnon-only channels shrank. Its examples of the resulting grift:
- **Nicholas Veniamin** (UK) promoted GESARA to a large following and sold Zimbabwean-dollar banknotes, worthless since 2009, for £350 apiece.
- **Rinus Verhagen** (Netherlands) promoted Zimbabwean dollars, launched a "Bataafse coin" cryptocurrency (over US$125,000 traded), and raised money for a "free energy" device.
- **Jiří Sapeta** (Czech Republic) launched an "e-Koruna" and collected €38,663 in donations.
Some of the appeal is structural. When Q's predictions failed, believers had nothing left to wait for. NESARA's promise is a date that can always be pushed back, which is the dynamic described in [[When Prophecy Fails]].
## The Crypto Turn and the MAGA Connection
By the mid-2020s, NESARA had merged with crypto fandom. According to *New Lines* (July 2025), believers treat the XRP token issued by [[Ripple]] as the "white hat" currency that will carry the QFS, and Bitcoin as the "black hat" one. Scam emails aimed at believers say "patriots who have activated their QFS accounts" can now withdraw "$1,500,000 worth of XRP" — a lure for pig-butchering fraud. On **March 2, 2025**, Trump's Truth Social post announcing a U.S. crypto reserve named XRP among its first assets (see [[Strategic Bitcoin Reserve]]). Believers took it as a sign; it was actually a win for an industry lobby with a large donor presence ([[Cryptocurrency]]).
Elected Republicans have appeared in these spaces:
- **Quantum Summit 2** (Cape Canaveral, Florida, March 2025), organized by Mel Carmine, was built around NESARA/GESARA, with sessions on a "Galactic Federation" working with the U.S. Space Force, medbeds, and anti-gravity technology. Arizona state senator [[Mark Finchem]] and Arizona state representative Leo Biasiucci both spoke. Carmine told the audience: "I wanna see guillotines… people hanging from ropes. Are we going to see these people perp walked?" (*Arizona Mirror*). According to *New Lines*, Finchem has also proposed XRP legislation and called XRP his "favorite" cryptocurrency.
- [[Anthony Tata]], then Trump's nominee for a Pentagon under secretary post, appeared on the event's promotional materials. The *Arizona Mirror* headline reported him as a speaker; *New Lines* reported that he denied attending. Both versions are carried here.
The president himself has not been documented naming NESARA; the connection runs through believers who read his policies as signals. What he has done is post a fake medbed announcement (see [[Medbeds]]), which belongs to the same set of promises.
## Relationship to Other Movements
- **[[Sovereign Citizen Movement]]:** Sovereign citizens promote NESARA-related theories. Both share the belief that the "real" legal and monetary system is hidden underneath the fake one and that the right documents or the right day will set you free of debt and tax.
- **[[Great Reset]] and [[New World Order]]:** NESARA is the mirror image. Those theories cast a coming economic reset as the elite's plot to enslave you; NESARA casts a coming reset as your liberation from the elite. Both assume a hidden global switchboard, and they disagree only about who controls it.
- **[[Federal Reserve Conspiracy]]:** NESARA takes for granted that the Fed and the income tax are illegitimate and that honest money has been deliberately withheld.
## Why NESARA-GESARA Matters for Right-Wing Authoritarianism
### 1. It turns economic desperation into political waiting
Debt is real and widespread. NESARA offers debtors a political resolution — a one-time jubilee delivered by the right leader — instead of any actual policy. The believer's financial survival becomes tied to the leader's victory, the same loyalty mechanism medbeds use for health.
### 2. It is a grift that keeps running
Like [[Medbeds]], NESARA sells places in line: revaluation currency, crypto tokens, "QFS account activation," donations to insiders. Because the payout never comes, the belief can't be disproved, and so the market for it never shuts down.
### 3. It keeps QAnon's world alive without QAnon
The Bellingcat data shows NESARA/GESARA carrying the QAnon world view — the cabal, the white hats, the imminent Day of Judgment — after the Q brand stopped working. The label changed; the audience, the channels, and the promised day stayed the same.
### 4. Elected officials now show up
When state legislators speak at NESARA conferences and a presidential nominee appears on the program, the story gains the kind of institutional credibility its believers have always said was being hidden from them.
