# Voice Cloning **Voice cloning** is the use of AI to replicate a specific person's voice — their pitch, cadence, accent, emotional tone, and speech patterns — from a small sample of recorded speech (sometimes as little as 3–15 seconds). Products like ElevenLabs, Play.ht, Descript, and OpenAI's voice features enable users to generate realistic speech in a cloned voice, saying anything the operator types. The technology has legitimate applications: accessibility (giving voice to people who have lost theirs), entertainment (dubbing, audiobooks, game characters), and productivity (podcast editing, content localization). But voice cloning's dual-use potential is severe: phone scams impersonating family members, fabricated audio of public figures making statements they never made, and the erosion of audio evidence as a reliable record of reality. ## The Threat Landscape **Fraud.** Voice cloning has been used in verified real-world scams: calling elderly relatives with a cloned grandchild's voice requesting emergency money, impersonating CEOs to authorize wire transfers (a $25M case in Hong Kong, 2024), and targeted social engineering attacks. The attack requires only a few seconds of the target's voice, obtainable from social media, voicemail greetings, or public appearances. **Political disinformation.** AI-generated audio of political figures has been deployed in elections globally — a fabricated Biden robocall in the 2024 New Hampshire primary, synthetic audio of politicians in elections across Africa, Asia, and Europe. Audio deepfakes are particularly dangerous because they're cheaper to produce than video deepfakes and harder for audiences to detect. **Evidence erosion.** As voice cloning becomes more accessible, the evidentiary value of audio recordings declines. Defendants can plausibly claim that damaging recordings are AI-generated. Journalists cannot be certain that leaked audio is authentic. The "liar's dividend" — the ability to dismiss real evidence as fake — grows. ## KB Significance 1. **The disinformation tool.** Voice cloning extends the deepfake threat from visual to audio media, directly relevant to the KB's coverage of information warfare and influence operations. Combined with AI-generated video ([[Diffusion Models]]) and text ([[Large Language Model]]), voice cloning completes the synthetic media stack — enabling fabrication of any media type at any scale. 2. **The identity security threat.** Voice-based authentication (banking phone systems, voice-activated devices) is increasingly compromised by cloning technology. The intersection of AI capability and identity infrastructure is an emerging security domain the KB should track. ## See Also - [[Diffusion Models]] — The visual counterpart - [[Dual-Use AI]] — The framework for understanding voice cloning risks - [[Fine-Tuning]] — How voice cloning models are adapted
