# Small Area Income and Poverty Estimates A [[Census Bureau]] modelling program, not a count. It produces single-year estimates of median household income and the number of people in poverty for states, counties and school districts by combining federal tax return records, SNAP participation counts, [[Bureau of Economic Analysis]] income data, the [[American Community Survey]] and the [[Population Estimates Program]] totals that serve as its controls. The school-district model additionally uses confidential IRS personal income data and the School District Review Program's boundaries. It matters because it is the poverty measure that federal education money runs on. Title I-A grants under the [[Elementary and Secondary Education Act]] are allocated on counts of "formula children" drawn from these estimates rather than from the decennial census form.
