# Schedule G
**Schedule G** is an excepted-service schedule created by [[Executive Order 14317]] on July 17, 2025. It covers **noncareer** positions of a "policy-making or policy-advocating" character that are normally expected to change with a presidential transition. The order was framed around the needs of the [[Department of Veterans Affairs]], but OPM's July 29, 2025 guidance opened it to every agency.
## How it works
- **White House control.** Every Schedule G appointment, and every withdrawal of the authority, requires review by the White House [[Presidential Personnel Office]] through the agency's White House liaison. Agencies process the hires in the same OPM system used for [[Schedule C]].
- **At will, and temporary by design.** Appointees can be hired and fired at will, and the White House fact sheet says they "will generally be expected to leave" when the president's term ends.
- **Pay flexibility.** OPM encouraged agencies to use discretion in setting and raising Schedule G pay, mirroring Schedule C practice.
- **Regulation.** OPM's September 18, 2026 proposed excepted-service rule would write Schedule G into the Code of Federal Regulations (see [[Excepted Service]]).
## Why it exists when Schedule C already does
Schedule C covers positions that are "confidential or policy-determining," at GS-15 and below. Schedule G's formula, "policy-making or policy-advocating," is broader. It reaches jobs whose work is promoting the administration's positions rather than advising a principal. The Partnership for Public Service called it redundant. The more useful reading is that it grows the political layer directly. [[Schedule F]] converts career positions into at-will ones, and Schedule G adds new political ones. It is the same objective by addition instead of subtraction, and it drew a fraction of the attention. See [[Federal Workforce Structure Tree]].
**Verified negative:** this page could not find a published government-wide count of Schedule G appointments. Treat any figure you see as needing a source.
