# Schedule C **Schedule C** is the excepted-service schedule for **political appointees at GS-15 and below** — positions of a confidential or policy-determining character involving a close working relationship with a presidential appointee or other key official. Schedule C appointees serve at the pleasure of the appointing official, have no [[Merit Systems Protection Board]] appeal rights, and are expected to leave at the end of an administration. Created in 1953, Schedule C is the historical political layer of the [[Excepted Service]] and the baseline against which the second term's two new schedules should be read: [[Schedule G]] adds a parallel noncareer layer, while [[Schedule F]] converts *career* positions into at-will ones. See [[Federal Workforce Structure Tree]]. This is a stub — expand with the slot counts by administration and the "burrowing in" conversion problem. ## See Also - [[Federal Workforce Structure Tree]] - [[Excepted Service]] - [[Schedule G]] - [[Schedule F]]
