The intelligence community's central database of security clearance and access determinations, maintained under the authority of the Director of National Intelligence. It records who holds eligibility for access to classified information, at what level, and — critically — whether that eligibility has ever been suspended or revoked, along with any condition or waiver attached to it.
Its practical significance is portability. Because every cleared employer in the community checks the same record, an adverse access determination follows the individual from job to job without any further proceeding. In unauthorized-disclosure cases this is frequently the sanction that actually lands: an entry made on a standard that requires no criminal charge, no conviction and no published reason, and which is substantially beyond judicial review.
