# Palantir Gotham
[[Palantir]]'s original and most powerful platform — the intelligence and military operations system that made the company. Built initially for the CIA with [[In-Q-Tel]] seed funding after 9/11, Gotham is a data fusion platform that merges structured and unstructured data from virtually any source into a single operational picture for intelligence analysis, military operations, counterterrorism, and law enforcement investigations.
## What It Does
Gotham ingests and integrates data from satellites, drones, signals intelligence, human intelligence, open-source feeds, criminal databases, license plate readers, social media, financial records, and communications metadata. AI and machine learning detect patterns, enhance threat detection, and automate complex analytics. Key capabilities include geospatial mapping, network analysis, link analysis (showing relationships between entities), timeline reconstruction, and mixed-reality operations for control centers and edge deployments.
The platform creates a "knowledge graph" of entities and relationships that analysts can query, visualize, and act on. This is what makes Gotham fundamentally different from a standard database — it models the world as an interconnected web of people, places, events, communications, and transactions.
## Who Uses It
### Intelligence Agencies
- **CIA** — Original customer (2004). Gotham was built to address post-9/11 intelligence failures.
- **NSA** — Documents revealed by [[Edward Snowden]] showed Palantir software helping NSA and allied agencies conduct global surveillance.
- **FBI** — Counterterrorism and criminal investigations.
- **Allied intelligence agencies** — Five Eyes and NATO partner nations.
### U.S. Military
- All five branches, via the [[Project Maven]] Smart System (built on Gotham/Foundry) and the $10B Army Enterprise Agreement.
- Underpins [[Palantir TITAN]] targeting ground stations.
### Department of Homeland Security
- **ICE** — Powers [[Palantir ICE Systems]] (FALCON, ICM, ImmigrationOS) for immigration enforcement, deportation targeting, and workplace raids.
- **CBP** — Customs and Border Protection operations.
### Law Enforcement
- **LAPD** — Operation LASER predictive policing program. Maintained "chronic offender" lists with AI-calculated risk scores. Eventually shut down after public pressure.
- **NYPD** — $2.5M+ contract. [[Brennan Center for Justice]] sued for transparency about the system's parameters.
- **New Orleans Police** — Deployed for predictive policing.
### UK Ministry of Defence
- £240M contract awarded December 2025 (no competitive tender) for "data analytics capabilities supporting critical strategic, tactical and live operational decision making across classifications."
### NATO
- Maven Smart System adopted for Allied Command Operations (April 2025). Sole-source procurement.
## Cloud Deployment
In partnership with Microsoft, Gotham is deployed in Azure Government, Azure Government Secret (Impact Level 6), and Top Secret clouds. DISA authorized Palantir Federal Cloud Service (PFCS) Forward in early 2026, extending deployment to on-premises and edge environments.
## Controversies
Gotham is the foundation for most of Palantir's controversial deployments:
1. **Predictive policing racial bias** — The Intercept documented a "racist feedback loop" in LAPD's Gotham-based Operation LASER, where over-policed communities generate more data, leading to more policing.
2. **Immigration surveillance** — FALCON and ICM, built on Gotham, power ICE deportation operations. See: [[Palantir ICE Systems]].
3. **NSA global surveillance** — Snowden documents revealed Gotham's role in mass surveillance programs.
4. **Kill chain acceleration** — Via [[Project Maven]], Gotham-based systems close kill chains in ~86 seconds.
5. **Protest tracking** — Amnesty International documented use of Palantir technology for tracking protesters and investigating journalists (2025).
6. **Lack of transparency** — Multiple lawsuits filed for records about how Gotham is used by police (Stop LAPD Spying Coalition, Brennan Center for Justice vs. NYPD).
## Relationship to Other Products
Gotham is the intelligence/defense-focused sibling to [[Palantir Foundry]] (commercial/government data). [[Palantir AIP]] adds LLM capabilities on top of both. [[Palantir Apollo]] handles deployment of Gotham across classified and air-gapped environments. [[Palantir TITAN]] and [[Project Maven]] are built on top of Gotham's data fusion capabilities.
