# Majority-Minority District
A district in which a racial or language minority constitutes a majority of the population or of the voting-age population.
Under [[Thornburg v. Gingles]] (1986), Section 2 of the [[Voting Rights Act of 1965]] could require a state to draw such a district where a minority group was sufficiently large and compact, politically cohesive, and usually defeated by bloc voting. [[Shaw v. Reno]] (1993) held that a district drawn predominantly on the basis of race is separately vulnerable under the [[Equal Protection Clause]] — putting states in a long-running bind between the statute and the Constitution. [[Louisiana v. Callais]] (2026) largely resolved that bind against the statute.
