# Enduring Constitutional Government **Enduring Constitutional Government (ECG)** is the broadest of the three tiers in federal continuity doctrine, defined in NSPD-51/HSPD-20 (May 2007) as the cooperative effort of all three branches to preserve their constitutional roles through a national emergency. It sits above **COOP** — one agency continuing its own essential functions — and **COG**, the survival of the executive branch's capacity to govern. ECG is the only tier that names Congress and the federal judiciary, and it is also the least specified. Its governing annexes are classified, which means the tier that would determine how the legislative and judicial branches function in a catastrophe has never been reviewed by either of them.
