# Disinformation
**Disinformation** is the deliberate creation and distribution of false or misleading information with intent to deceive, manipulate, or advance a political objective. It is distinguished from *misinformation* (false information shared without intent to deceive) and *malinformation* (genuine information strategically weaponized, e.g. selectively leaked private communications) by the element of **deliberate falsity in service of an operational goal**. The tripartite misinformation/disinformation/malinformation framework — often abbreviated MDM — is the standard analytical vocabulary used by CISA, the EU's European External Action Service, and the academic information-integrity research community.
Disinformation matters for the KB because it is the **operational connective tissue** of the right-wing ecosystem documented here. Conspiracy theories ([[QAnon]], [[Pizzagate]], [[Great Replacement Theory]], the various [[George Soros Conspiracy]] narratives), the [[Stop the Steal]] architecture, the [[radicalization pipeline]] that moves audiences from mainstream political content to extremist conclusions, and the [[Russia]] operations targeting American politics all ultimately function through disinformation as their production method. Tracking who produces, funds, amplifies, and laundrifies disinformation is therefore tracking the operating system of contemporary American right-wing politics.
## The MDM Framework
The most widely used analytical distinction, developed by information-disorder researchers [[Claire Wardle]] and [[Hossein Derakhshan]]:
- **[[Misinformation]]**: false information shared without intent to deceive (e.g., someone in good faith passing along an inaccurate meme)
- **Disinformation**: false or misleading information created and distributed with intent to deceive (e.g., a fabricated story planted to damage a political opponent)
- **Malinformation**: information that is factually true but taken out of context, selectively released, or weaponized with intent to harm (e.g., strategically leaked hacked emails)
The distinctions matter operationally because they carry different policy, legal, and ethical implications. A social media user sharing misinformation is not meaningfully culpable; a state actor running a disinformation operation is. The [[Active Measures]] framework developed by Soviet/Russian intelligence, for instance, is fundamentally a disinformation doctrine — deliberate falsity or misleading framing in service of strategic objectives.
## Disinformation as a Structural Feature of the Right-Wing Ecosystem
Across the KB, disinformation is not incidental to the right-wing ecosystem — it is load-bearing. Several structural features make this so:
### The Post-Fairness-Doctrine Media Environment
The 1987 repeal of the [[FCC Fairness Doctrine]], the 1988 launch of the [[Rush Limbaugh]] Show, and the 1996 launch of [[Fox News]] created a commercially viable national-scale conservative media infrastructure unconstrained by balanced-coverage obligations. That infrastructure — expanded by talk radio, Sinclair local TV, [[One America News Network]], Newsmax, and the podcast era — is the delivery system disinformation operations need to operate at scale.
### The Coalition-Ideology Gap
The modern right-wing coalition (evangelical Protestants, traditionalist Catholics, libertarian business interests, ethno-nationalist populists, tech-libertarian post-liberals) has no single coherent ideological program. Disinformation — specifically, shared villains (the "deep state," "globalists," [[George Soros]], immigrant caravans, "groomers") — provides the coalition glue that ideology cannot. This is documented across entries including the [[George Soros Conspiracy]] narrative and the [[Groomer Narrative]] construction.
### The Amplification Infrastructure
Platforms optimized for engagement consistently over-reward emotionally charged, identity-activating content — which selects for disinformation over evenhanded reporting. Right-wing disinformation has empirically outperformed mainstream news on Facebook for most of the post-2015 period, a finding documented in multiple university- and NGO-run measurement projects and confirmed by internal Meta research disclosed by Frances Haugen.
## Production: Who Makes the Content
Disinformation in the KB is produced across at least four tiers:
### Tier 0: State Actors (Domestic)
The U.S. government itself runs influence operations abroad. The [[Pentagon Influence Operations - gc_ Generation]] (2023–present) uses paid ad buys on X, Meta, and Google to distribute largely factual but editorially curated content through at least 7 foreign-language news-style websites targeting the Middle East, Latin America, Russia/Ukraine, and the Indo-Pacific. The propaganda works through story selection, framing inflation, and omission — not fabrication. This complicates the standard framing of disinformation as something adversaries do to the U.S.: the MDM framework applies symmetrically.
### Tier 1: State Actors (Foreign)
Russian intelligence (see [[Active Measures]], [[Internet Research Agency]]), Iranian cyber operations, and PRC influence operations all produce disinformation targeting the American political system. The 2016 [[Internet Research Agency]] operation, subsequent [[Tenet Media]] covert creator funding, and continuing [[RT]] programming are the most thoroughly documented examples.
### Tier 2: Domestic Political Operations
American political actors running disinformation operations on their own initiative, sometimes as independent business ventures, sometimes coordinated with campaigns. The [[Cyber Ninjas]] Maricopa County "audit," [[True the Vote]]'s *[[2000 Mules]]* theory, and the [[Stop the Steal]] architecture as a whole are Tier 2 operations.
### Tier 3: Commercial Creators
Podcasters, streamers, and creators whose business model depends on engagement-driven algorithms and who produce disinformation as a commercial product. [[Tim Pool]], [[Benny Johnson]], [[Jack Posobiec]], [[Dinesh D'Souza]], and many others. The [[Tenet Media]] disclosure revealed how porous the boundary between Tier 3 and Tier 1 can be — covert foreign funding embedded in apparent Tier 3 creators.
### Tier 4: Organic Amplifiers
Ordinary social media users who share, remix, and amplify disinformation produced upstream — sometimes as true believers, sometimes as participants in an in-group shibboleth economy where sharing the right content signals tribal loyalty.
## The Laundering Chain
A characteristic structural pattern in KB-documented disinformation is **narrative laundering** — the sequential movement of a claim across venues to give it the appearance of legitimacy:
1. **Origin** in an anonymous or low-credibility source (4chan, [[Telegram]], a fabricated document, a foreign intelligence plant)
2. **First-stage publication** in a hyper-partisan venue that will run the story without verification ([[Gateway Pundit]], [[Breitbart News]], [[Infowars]])
3. **Middle-stage amplification** by right-wing podcasters and social media accounts with large followings ([[Jack Posobiec]], [[Tim Pool]], [[Libs of TikTok]], etc.)
4. **Mainstreaming** via [[Fox News]], [[One America News Network]], or congressional Republican citation, at which point the story can be covered by mainstream outlets as a legitimate political controversy
5. **Persistence** in the ecosystem regardless of subsequent debunking, because the point of the laundering chain is not factual accuracy but political damage
The [[Seth Rich Murder Conspiracy]] conspiracy theory, the Hunter Biden laptop story, and multiple [[Stop the Steal]] fabrications all moved through recognizable versions of this chain.
## Key Documented Operations
The KB documents a set of disinformation operations in depth. Each stands on its own as a case study; together they form a pattern:
- **[[Pizzagate]]** — 2016 fabricated child-trafficking conspiracy that led to an armed assault on a DC pizzeria; the prototype for contemporary QAnon-style metaphysical conspiracy theories
- **[[QAnon]]** — 2017-onward apocalyptic conspiracy theory that metastasized into a mass movement and provided ideological framing for January 6 participants
- **[[Stop the Steal]]** — the 2020-2021 election-denial operation; the most consequential domestic disinformation campaign in contemporary American history
- **[[Great Replacement Theory]]** — demographic conspiracy theory that has been directly cited by multiple mass-shooter manifestos
- **[[COVID Lab Leak Weaponization]]** — how a legitimate scientific uncertainty was weaponized into a disinformation operation
- **[[George Soros Conspiracy]]** — long-running antisemitic disinformation framework used as coalition glue
- **[[New World Order]]** — the granddaddy of modern conspiracism, the framework from which most of the above descend
- **[[Anti-Vax Movement]]** — pre-COVID disinformation infrastructure that was repurposed for COVID-era operations
- **[[Seth Rich Murder Conspiracy]]** — fabricated narrative used to deflect from Russian hack-and-leak attribution
## Counter-Disinformation: The Legal and Political Contest
The KB period (roughly 2015-present) has seen an intense political and legal contest over counter-disinformation infrastructure:
- The 2024 Supreme Court case *Murthy v. Missouri* restricted federal agency communication with social media platforms about disinformation
- Multiple state attorneys general have sued federal agencies and universities over disinformation research programs
- The [[Stanford Internet Observatory]] and similar university research programs have been pressured, defunded, or dissolved in response to political and legal campaigns
- Platform trust-and-safety teams have been reduced at X/Twitter, Meta, and [[YouTube]] through the 2022-2025 period
- Congressional Republicans have formally investigated disinformation researchers as an alleged "censorship complex"
The political significance is substantial: the infrastructure that would identify, label, or limit the reach of disinformation is being disassembled precisely as the capability to produce and distribute disinformation at scale is being enhanced by generative AI.
## AI and the Next Generation of Disinformation
Large language models and generative image/video tools are a step change in disinformation production capacity:
- **Volume**: a single operator can produce content at the scale that previously required a troll farm
- **Quality**: synthetic text, voice, and video have crossed thresholds at which human detection is unreliable
- **Personalization**: LLMs make it feasible to generate audience-specific disinformation at one-to-one scale
- **Attribution erosion**: synthetic content leaves less forensic signature than document forgeries or state-media broadcasts did
This capability shift overlaps with the dismantling of counter-disinformation infrastructure described above — producing a situation in which offensive capability is increasing while defensive capability is decreasing.
## Connection to the KB Ecosystem
- **[[Active Measures]]**: the Russian/Soviet doctrinal framework within which foreign-directed disinformation operations targeting the U.S. are run
- **[[White Nationalist Radicalization Pipeline]]**: the audience-capture mechanism through which disinformation operations convert political audiences into extremist ones
- **[[The Unholy Alliance]]**: the coalition structure that disinformation narratives bind together across theological and ideological divides
- **[[Stop the Steal]]**: the most consequential single disinformation operation in the KB period and the test case for how resilient American institutions are to sustained, coordinated information operations
- **[[Russia]] and [[Tenet Media]]**: the overlap between foreign-directed and commercial-creator disinformation, showing how Tier 1 and Tier 3 actors can merge
- **Right-wing media ecosystem**: [[Fox News]], [[One America News Network]], [[Epoch Times]], Newsmax, and the podcast/streaming tier are the distribution infrastructure that makes disinformation operations viable at scale
