# Agenda 47
**Agenda 47** (styled **Agenda47** by the campaign) was [[Donald Trump]]'s own policy platform for the 2024 election — the plan for what he would do as the 47th president. It was not a book. It was a run of short campaign videos, each one Trump on camera pitching a single policy, posted to his campaign website between **December 15, 2022** and **December 22, 2023**. Wikipedia counts **46 videos** as of September 2024, two of them the same video uploaded twice. A written summary, "20 Core Promises to Make America Great Again," went up as a "Platform" page around **July 14, 2024** (its first Internet Archive capture).
Most of the planks were written to be done **by executive order**, without Congress. That design choice is the reason the page is worth having: Agenda47 is the cleanest record of what Trump personally promised, and it can be checked against what the [[Second Trump Administration]] then did.
## The plan he did claim
In 2024 Trump disowned [[Project 2025]], the [[Heritage Foundation]]'s 922-page governing blueprint. On **July 5, 2024** he posted on Truth Social that he knew "nothing about Project 2025," called some of its ideas "ridiculous and abysmal," and told reporters, "I have nothing to do with them" (AP).
Agenda47 is what makes that disclaimer hollow. The two documents share their biggest planks: [[Schedule F]], shutting down the [[Department of Education]], mass deportation, the death penalty for drug dealers, and sending the [[National Guard]] into cities. In September 2023 campaign officials told *Politico* that Project 2025 "aligns well with their own 'Agenda 47' program." The campaign's objection, as Wikipedia summarizes the reporting, was less to Project 2025's content than to its specificity: the campaign preferred vaguer proposals.
The cleanest way to hold the two together: **Agenda47 was the brochure and Project 2025 was the manual.** The brochure was short, on video, and Trump's own. The manual was long, written, and somebody else's, which made it deniable. After January 2025 the administration ran both. Project 2025's people took the jobs ([[Russell Vought]] at OMB, [[Linda McMahon]] at Education), and the brochure's planks became executive orders, several on Day One.
## Promised vs. done (as of October 9, 2026)
Executive-order numbers, titles and dates are from the Federal Register. Statuses are checked against [[PolitiFact]]'s MAGA-Meter and the vault's own case and policy pages.
| Plank | What Agenda47 promised | What happened | Status |
|---|---|---|---|
| Fire "rogue bureaucrats" | Reissue [[Schedule F]] (video, March 21, 2023) | EO 14171 reissued it as "Schedule Policy/Career" on January 20, 2025. OPM's final rule was published February 6, 2026, and [[Executive Order 14410]] moved about 8,000 named positions into it on June 3, 2026 | **Done** |
| Control the independent agencies | Bring them under presidential control | EO 14215, "Ensuring Accountability for All Agencies," February 18, 2025. The Court then overruled [[Humphrey's Executor v. United States]] 6–3 in [[Trump v. Slaughter]], June 29, 2026 | **Done, and upheld by the Court** |
| Impoundment | Refuse to spend money Congress appropriated | "Pocket rescissions" of $4.9 billion (August 2025) and $810 million (September 2026), a maneuver GAO calls illegal. See [[Rescission and Impoundment]] and [[Impoundment Control Act]] | **Done, contested** |
| Universal baseline tariff | A tariff on all imports | EO 14257, the [[Liberation Day Tariffs]] (April 2, 2025), set a 10% baseline under IEEPA. Struck down 6–3 in [[Learning Resources v. Trump]] (February 20, 2026), leaving about $166 billion refundable. The administration rebuilt it on other trade statutes | **Done, struck down, rebuilt** |
| Quit the Paris climate deal | Withdraw again | EO 14162, January 20, 2025. Withdrawal took effect in January 2026. See [[Paris Agreement]] | **Done** |
| End birthright citizenship | By executive order | EO 14160 (see [[Executive Order 14160]]), January 20, 2025. Blocked in the lower courts, then struck down 6–3 in [[Trump v. Barbara]], June 30, 2026 | **Blocked** |
| Cartels as terrorists | Designate the Mexican cartels | EO 14157, January 20, 2025. On February 20, 2025, State designated eight groups at once, including Sinaloa, CJNG, Tren de Aragua and MS-13. See [[Foreign Terrorist Organization]] | **Done** |
| National Guard into cities | Deploy the Guard against crime | Illinois Guard federalized October 4, 2025 for [[Operation Midway Blitz]]. The Supreme Court refused to let the deployment proceed, 6–3, in [[Trump v. Illinois]] (December 23, 2025) | **Done, then limited by the Court** |
| Close the Education Department | Shut it down | EO 14242, March 20, 2025. The department lost about half its workforce and has handed programs to Labor, HHS, State, Interior and other agencies through interagency agreements. It still exists, because abolishing it takes an act of Congress | **Hollowed, not abolished** |
| Universal school choice | Federal backing for school choice | EO 14191, January 29, 2025, plus a federal Education Freedom Tax Credit (up to $1,700) in the [[Big Beautiful Bill]]. See [[School Choice]] | **Partial** |
| "American Academy" | A free online university, paid for by taxing large private university endowments (November 2023) | No academy found. The tax half passed: the Big Beautiful Bill raised the endowment tax to tiers of 1.4%, 4% and 8%, effective January 1, 2026 | **The tax passed; the academy didn't** |
| "Iron Dome" for America | A national missile shield | EO 14186, "The Iron Dome for America," January 27, 2025, renamed [[Golden Dome]] in February 2025. CBO now puts it at $1.2 trillion over 20 years (May 2026) | **Under way, at many times the price** |
| [[Freedom Cities]] | A national contest to charter up to 10 new cities on federal land (March 3, 2023) | No city has made tangible progress, and no current legislation mentions them (PolitiFact, February 2026) | **Stalled** |
| Flying cars | Federal push for vertical-takeoff vehicles (March 3, 2023) | EO 14307 (June 6, 2025) set up an eVTOL Integration Pilot Program | **Partial** |
| "Baby bonuses" | Ask Congress for payments to young parents (March 3, 2023) | The Big Beautiful Bill created "Trump Accounts," seeded with $1,000 for U.S.-citizen children born 2025–2028 | **Done in a different form** |
| Chronic-illness commission | A commission on chronic illness | EO 14212 set up the Make America Healthy Again Commission, February 13, 2025. See [[MAHA]] | **Done** |
| Gender-affirming care for minors | End it | EO 14187, "Protecting Children From Chemical and Surgical Mutilation," January 28, 2025 | **Order issued** (litigation not tracked here) |
| A 250th-birthday celebration | A "Salute to America 250" task force and a year-long celebration, Memorial Day 2025 to July 4, 2026, centered on a Great American State Fair that Trump hoped Iowa would host at its state fairgrounds (May 31, 2023) | EO 14189 (January 29, 2025) created Task Force 250, chaired by the President. The [[Great American State Fair]] opened on the National Mall on June 25, 2026, scheduled to run through July 10, staged by [[Freedom 250]] | **Done, but smaller, moved and privatized** |
| End the Russia–Ukraine war fast | Peace soon after taking office | The war continues as of late 2026. See [[Russo-Ukrainian War]] | **Not achieved** |
| Mass deportation | Mass deportations | Under way. The machinery is mapped in [[Immigration Removal Pipeline]] | **Under way** |
**Not yet scored:** the death penalty for drug dealers and human traffickers, tent cities for the homeless, banning ESG investing in retirement accounts, restrictions on Chinese ownership of U.S. assets, reversing Biden-era auto and emissions rules, "reevaluating" [[NATO]], and barring federal agencies from labeling speech "misinformation." Each needs its own check before it gets a status.
## What the scorecard shows
1. **The executive-order planks happened, and fast.** Almost everything Trump could do with a pen, he did in the first ten days: Schedule F, Paris, birthright citizenship, cartels, the missile shield, gender-affirming care, the 250th task force. The planks that needed Congress (abolishing a department, building cities) moved slowly or not at all, unless they could ride in a reconciliation bill, as the baby bonus and the endowment tax did.
2. **The courts, not Congress, were the check, and it cut both ways.** The Supreme Court stopped birthright citizenship, the IEEPA tariffs and the Illinois Guard deployment. It also handed Trump the independent agencies in *Trump v. Slaughter*. Agenda47's executive-power planks won exactly where they ran with the [[Unitary Executive Theory]] and lost where they ran against a statute's text or the Constitution's.
3. **Losing in court rarely killed a plank.** The tariffs were rebuilt on other statutes within four days, and the Education Department is being emptied out instead of abolished. Two vault patterns apply: *hollowed, not abolished*, and *the policy survived and the shortcut didn't*.
4. **The futurist planks are the ones that died.** Freedom Cities, the American Academy and the flying cars (reduced to a pilot program) were the parts of Agenda47 that sold a future, not a fight. They are also the parts with the clearest [[The Network State]] and tech-right genealogy (see [[Freedom Cities]]). The plank built on grievance got executed; the plank built on vision got a press release.
## Why it's in the KB
Agenda47 is the **promises** half of a promises-versus-filings check on the second Trump term. It is also the plain answer to "Trump said he had nothing to do with Project 2025": his own platform, in his own voice, ran on the same planks. Read it beside [[Project 2025]] and [[Mandate for Leadership]] for the blueprint, and beside [[Second Trump Administration]] for the execution.
