# Waterfront Strategies
A private media-buying firm appearing as a payee line on FEC Form 24 notices, and the **dominant buyer on
the Democratic-aligned side** of the 2026 Senate map. It has no disclosure obligations of its own, and no
reporting on it has been found.
## Committees it buys for
| Committee | Notice (file) | Amount through Waterfront | Share of that notice |
|---|---|---|---|
| [[WinSenate]] | 2016120 | **$19,664,307.45** | **83%** of a $23,670,639.55 notice |
| [[WinSenate]] | 2015058 | see [[WinSenate 21.2M Senate Map IE September 2026]] | **67%** |
| [[Defend the Vote]] | 2016395 | **$7,047,241.09** | **99.9%** |
| [[The Georgia Way]] | 2016118 | **$1,428,150.53** | the whole notice |
| [[North Star]] | 2016117 | $443,262.45 | of a $1,345,262.45 notice |
| [[AFP Action]] | 2016600 | named as a payee | not separately derived |
Of [[WinSenate]]'s file 2016120, **$5,033,439.93** was aimed at [[Jon Husted]] in
[[OH-Sen-2026-Special]] through this buyer (recorded on
[[Defend American Jobs 12.1M Ohio Senate IE]]). The firm also took **$1,159,920.00** on a House Majority
PAC notice, recorded on [[Defend the Vote]].
**No cross-committee total is published here.** Each row traces to the file number or vault page beside
it, per Rule 7.
## Why it matters
**Three of the committees above share one treasurer.** [[WinSenate]], [[The Georgia Way]] and
[[North Star]] are all signed by **Rebecca Lambe**, and all three filed through this buyer on
**2026-10-01**. That is the Democratic-side mirror of the structure the vault records around
[[Del Ray Media LLC]] and [[Flexpoint Media]]: a set of separately-named committees, legally barred from
coordinating, sharing both a back office and a media agency.
The exception is informative: [[WinSenate]]'s 2026-10-01 notice ran **99.7% negative with no Waterfront
placement at all**, going through [[C Plus K LLC]] and Trilogy Interactive LLC instead. A committee
switching buyers for one tranche is the kind of detail only Form 24 payee lines expose.
## Open questions
- Ownership and principals; whether it is affiliated with GMMB, as its client profile would suggest.
- Whether the Lambe-treasured committees keep filing in lockstep.
- Whether its appearance on [[AFP Action]]'s notice is a one-off or a genuine cross-partisan client.
