# Tether (USDT)
The world's largest stablecoin — a cryptocurrency pegged 1:1 to the U.S. dollar — with a market cap exceeding **$185 billion** and circulating supply of ~$186.5 billion (December 2025). Tether is the most systemically important company in cryptocurrency: it provides the liquidity backbone for the entire crypto trading ecosystem, processes more daily transaction volume than most traditional payment networks, and operates with a level of opacity that would be unacceptable in any regulated financial institution.
Tether matters for the KB because it sits at the intersection of **crypto wealth, political donations, and right-wing populist movements**. Christopher Harborne's ~12% Tether stake generates the wealth he channels into Reform UK and Nigel Farage. Tether's financial infrastructure connects to Rumble (the "free speech" platform that hosted Russian state media and the Tenet Media influence operation). And the company's push for regulatory favor creates a direct policy feedback loop: Tether profits → political donations → pro-crypto policy positions → more Tether profits.
## Corporate Structure
**Parent company:** iFinex Inc. (registered in the British Virgin Islands)
**Sister company:** Bitfinex (crypto exchange)
**Headquarters:** Nominally BVI/Hong Kong; operationally distributed
**CEO:** Paolo Ardoino (appointed October 2023, succeeding Jan Ludovicus van der Velde)
### Ownership (~2024)
Fewer than 10 individuals control the majority of Tether. For most of its history, Tether relied on no venture capital funding — ownership has been concentrated among founding executives and affiliated companies.
| Shareholder | Estimated Stake | Role | Net Worth (est.) |
|-------------|----------------|------|-----------------|
| **Giancarlo Devasini** | ~40–47% | Co-founder, CFO | ~$22B+ (Forbes 2025) |
| **Paolo Ardoino** | ~20% | CEO (from Oct 2023) | ~$1.8B+ |
| **Jan Ludovicus van der Velde** | ~undisclosed | Former CEO | ~$1.8B+ |
| **[[Christopher Harborne]]** | ~12% | Investor; UK's largest political donor | Billionaire (undisclosed) |
| **Stuart Hoegner** | ~undisclosed | General Counsel | — |
**Giancarlo Devasini** is the key figure — a former Italian plastic surgeon turned electronics trader turned crypto architect. Forbes estimated his net worth at $22B+ in 2025, making him one of crypto's wealthiest individuals. He has maintained near-total public silence throughout Tether's existence.
## The Reserve Question
Tether's central promise is that each USDT token is backed 1:1 by real assets. The adequacy and composition of those reserves has been the defining controversy of the stablecoin era.
### Reserve Composition (Q4 2025)
| Category | Amount | Notes |
|----------|--------|-------|
| **U.S. Treasury bills** | ~$122.3B | The bulk — and the credible part |
| **Secured loans** | ~$17B | Shot up $2.4B in Q4 2025 alone; borrowers unknown |
| **Bitcoin** | ~$7.6B | Volatile; S&P flagged as risk |
| **Gold** | ~$5.4B | Physical gold holdings |
| **Other investments** | ~$34B+ | Includes corporate bonds, "digital tokens," undisclosed positions |
| **Total equity** | ~$6.4B | Only one-third of loan total |
### The Controversies
**Never been fully audited.** Until March 2026, Tether had never undergone a Big Four audit. It engaged KPMG in March 2026 to perform a full audit of ~$185B in reserves — timed to the expected enforcement of the [[GENIUS Act]], which will require audits for stablecoin issuers with >$50B in liabilities. Prior to this, Tether published quarterly "attestations" from BDO Italia — snapshots of reserve balances at a single point in time, not audits.
**NYAG settlement (2021).** The New York Attorney General found that in 2017–2018, Tether did not maintain full 1:1 backing of USDT. During that period, reserve funds were used to cover an $850M financial shortfall at Bitfinex. Tether settled for $18.5M and was banned from operating in New York.
**S&P downgrade (November 2025).** S&P Global downgraded USDT's stability assessment to its weakest score, citing exposure to risky non-cash assets (Bitcoin) and reserve disclosure gaps.
**DOJ/CFTC investigations.** Ongoing federal investigations into reserve opacity and potential market manipulation. The WSJ reported (2023) that Tether's affiliated company AML Global (owned by Harborne) allegedly helped Tether and Bitfinex gain access to U.S. banking by concealing their identities.
**The secured loans problem.** $17B in loans to unknown borrowers, growing rapidly, with only $6.4B in equity. If those loans go bad, Tether's reserves fall below 1:1. The borrowers' identities have never been disclosed.
### Profitability
Tether claimed **$10B+ in profits for 2025** — a staggering number for a company with ~60 employees. The business model is simple: hold $185B in assets (mostly Treasuries), earn interest, pay nothing to USDT holders (who get 0% return on their dollars-turned-tokens). At 4–5% Treasury yields, $185B generates $7–9B annually in interest income alone. Tether is, in effect, a **shadow bank** that pays no interest on deposits.
## The Political Pipeline
Tether's political significance flows through Christopher Harborne:
```
Tether profits (~12% to Harborne)
↓
Harborne's wealth
↓
£22M+ to Reform UK / Farage
↓
Reform UK adopts pro-crypto policies
↓
First UK party to accept crypto donations
↓
Farage publicly praises Tether
↓
Regulatory environment shaped to benefit Tether
```
This is the same crypto-political feedback loop documented in the KB's U.S. entries (Trump crypto ventures, Fairshake PAC, [[David Sacks]] as AI/Crypto Czar) but operating in the UK through a single donor node.
## The Rumble Connection
Tether's financial infrastructure connects to the Russian influence operations documented in the KB:
- Tether invested in **Rumble** — the "free speech" video platform
- Rumble refused to ban Russian state media (RT, Sputnik) after the Ukraine invasion
- Rumble hosted the **Tenet Media** operation — the DOJ-exposed Russian-funded influence network that paid Tim Pool, Dave Rubin, [[Benny Johnson]], and [[Lauren Chen]]
- Harborne's Tether profits thus have an indirect financial connection to the platform that hosted Russian propaganda operations
This doesn't make Tether a Russian operation. It does mean that Tether's financial ecosystem intersects with the same media infrastructure that Russian intelligence services used for influence operations in the U.S. and UK.
