# Rostec **Rostec** is Russia's state defense and industrial conglomerate. It was created by federal law on November 23, 2007 as Russian Technologies and renamed in 2012. It has been run from the start by [[Sergei Chemezov]], a KGB officer from 1976 to 1996 who headed the Soviet "Luch" office in Dresden in 1983–88, where he met [[Vladimir Putin]]. Rostec is the war economy's main contractor and one of the main destinations for assets the Russian state takes back from private owners. ## Size About 800 enterprises in some 15 holding companies (Wikipedia). They include the United Aircraft Corporation, Russian Helicopters, Kalashnikov, Uralvagonzavod (tanks), the United Engine Corporation, the optics maker Shvabe, a stake in KAMAZ and a minority stake in AvtoVAZ. - **2024:** revenue over 3 trillion rubles (about $38B) and more than 700,000 employees (TASS). - **2025:** Chemezov told Putin at the Kremlin on May 7, 2026 that revenue had passed 4.5 trillion rubles, that Rostec employed 727,000 people (second only to Russian Railways), and that it had filled 99.5% of the state defense order. That readout is the only source for the 2025 figures. ## Sanctions | Date | Measure | |---|---| | Apr 28, 2014 | Chemezov barred from the U.S. after the annexation of Crimea | | July–Sept 2014 | U.S. sectoral sanctions on Rostec; EU measures in September | | Mar 2022 | U.S. freezes the assets of Chemezov's family; Spain seizes his yacht *Valerie* | | **June 28, 2022** | Rostec placed on the full U.S. SDN list as part of the G7 package | ## The deprivatization role Rostec is one of the state corporations that receive assets the Prosecutor General's office reclaims on "illegal 1990s privatization" grounds. See [[Russian Deprivatization]]. **The Ivanovo case.** In March 2024 a regional court ordered the **Ivanovo Heavy Machine Tool Plant** taken from its owners, and Rostec, whose machine-tool holding Stan leases space there, asked for the shares. An appeal court reversed the ruling in September 2024 and confirmed the return of the shares in March 2025. For a year it was the campaign's most-cited defeat. Then, on **October 23–24, 2025**, Russia's Supreme Court reinstated the nationalization and ordered 81.8% of the shares to the state. The court's new chairman was Igor Krasnov, who as Prosecutor General had filed the original claim. Whether the shares have since passed to Rostec has not been confirmed. Not every seizure goes to Rostec. The nationalized Domodedovo airport went to Rosimushchestvo and then, at auction, to a Rotenberg-linked buyer (see [[Rosimushchestvo]]). The lesson of Ivanovo is that a reversal in the Russian courts is temporary when the Kremlin wants the asset. ## See Also - [[Sergei Chemezov]] · [[Russian Deprivatization]] · [[Russian Deprivatization Timeline]] - [[Rosatom]] · [[Rosimushchestvo]] · [[Vladimir Putin]] · [[Mafia State]]
