# Panthalassa
Oregon-based startup building **autonomous, wave-powered, ocean-deployed AI data centers**. Founded 2016 in Portland by [[Garth Sheldon-Coulson]] (CEO, ex-Bridgewater Associates) and [[Brian Moffat]]. Reached unicorn status in May 2026 when [[Peter Thiel]] personally led a **$140M Series B** at a ~$1B valuation, with co-investors that read like a who's-who of the [[Founders Fund]]–adjacent network. Panthalassa is now the signature 2026 expression of the Thiel-orbit thesis on AI infrastructure: that the binding constraint on artificial intelligence is no longer compute or talent but **energy** — and that the ideologically and economically aligned answer is to build sovereign, off-grid, ocean-deployed power-plus-compute platforms outside the reach of state utility commissions, county moratoria, and federal grid bottlenecks.
The company is named for **Panthalassa**, the single global ocean that once surrounded the supercontinent Pangea. Marketing language ("ocean frontier," "extra-terrestrial solutions") is deliberate: it positions Panthalassa as the logical commercial successor to the [[Seasteading Institute]] — the Thiel-funded floating-micronation project of 2008–2015 — and as a counterpart to [[Elon Musk]]'s parallel bet on **orbital data centers** through SpaceX. Thiel offshore, Musk overhead.
## Why This Page Exists
Panthalassa matters for the Right-Wing KB for three reasons:
1. **It is the canonical 2026 Thiel-network bet.** The Series B investor stack is a near-perfect cross-section of the [[PayPal Mafia]]'s extended capital network, plus Silicon Valley climate-coded LPs ([[John Doerr]], [[Marc Benioff]], Gigascale Capital) who normally do not co-invest with Thiel. Panthalassa is one of the few 2026 deals on which the Thiel-aligned and Doerr-aligned VC blocs are on the same cap table.
2. **It is a load-bearing piece of [[The Quest for 90 Gigawatts]] — the AI energy-buildout story.** [[Eric Schmidt]]'s TED 2025 framing — that the U.S. needs roughly **90 GW** of additional power generation just to maintain AI leadership — defines the constraint Panthalassa is selling against. While Stargate, Meta, Microsoft, and xAI fight for grid interconnects, nuclear PPAs, and land-based water rights, Panthalassa's pitch is to bypass the grid entirely.
3. **It continues the Thiel ideological-to-infrastructure pattern.** Seasteading was vaporware; Panthalassa has a product, a unicorn valuation, and a pilot in the water. The 15-year arc from the [[Seasteading Institute]] to Panthalassa is the same arc that runs from [[Patchwork]] theory to [[Pronomos Capital]] to [[Próspera]]: Thiel-tied ideas about jurisdictional exit eventually become Thiel-tied infrastructure.
## Founders & Team
**[[Garth Sheldon-Coulson]]** — Co-founder and CEO. Previously a senior investment associate at [[Bridgewater Associates]] ([[Ray Dalio]]'s hedge fund). Came to the company with a top-down energy-systems argument: of the planet's possible terawatt-scale clean energy sources, only solar, fission/fusion, and the open ocean can plausibly meet projected ~20 TW global primary energy demand by 2050, and the open ocean was the only one without a serious commercial entrant.
**[[Brian Moffat]]** — Co-founder. Naval architecture and offshore-engineering background. Together with Sheldon-Coulson, designed the "single moving part" architecture that distinguishes Panthalassa's hardware from a generation of failed tethered wave-energy systems.
**Team composition:** Hires drawn from rocket and aerospace companies, naval architecture firms, software companies, metal fabricators, and the U.S. armed forces. Early product development was anchored at the wave tank at Oregon State University.
## The Technology
Panthalassa's product is a **node** — an autonomous, floating, solid-state energy-and-compute platform with effectively one moving part.
**Geometry and mechanism:**
- A buoyant spherical "head" roughly **50 meters in diameter** sits at the surface.
- A submerged vertical "neck" tube extends **60–70 meters** below the surface and is open to the seawater column.
- As ocean swells pass, the node bobs up and down, but the water column inside the neck moves only in small orbital paths. The **relative motion** between the structure and the water column oscillates seawater up through the tube and into a pressurized reservoir inside the spherical head.
- That high-pressure flow drives **a single internal water turbine**, generating electricity, before recirculating.
**Performance claims (per company and Gigascale Capital profile):**
- **~90% capacity factor** — meaning the node delivers power roughly 90% of the time. For comparison: offshore wind 30–40%, onshore solar ~25%. This is the headline metric that makes the unit economics work.
- **~$1,500 per kilowatt** installed cost target, which the company claims puts it at parity with a natural-gas peaker plant on capex excluding fuel.
- **~$1B per factory → 1 GW of nodes per year** production target. Per CEO: *"For basically a billion dollars, you can go and build a factory that spits out a gigawatt capacity of nodes every single year."*
- The build is described as "an order of magnitude simpler than a car factory" — plate-steel shells, coatings, turbine, power electronics — designed for mass production on an orthogonal supply chain to either traditional data centers or traditional power plants.
**Prototype generations:**
- **Ocean-1** and **Ocean-2** (2021), and the **Wavehopper** (2024) prototypes validated the wave-to-electricity conversion at sea.
- **Ocean-3** is the first commercial-pilot generation, with a pilot manufacturing facility being completed near Portland, Oregon. Pilot deployment in the **northern Pacific Ocean in 2026**; first commercial systems planned for **2027**.
## The Compute Strategy: Inference, Not Training
Panthalassa is **not** trying to host frontier-model training runs. The architecture is deliberately optimized for **AI inference**:
- **Inference compute is co-located on the node.** GPU and ASIC racks sit inside the spherical head, cooled by direct seawater heat exchange. The "data center" and the "power plant" are the same object.
- **Data transmission is via low-Earth-orbit (LEO) satellites** — most likely Starlink, though no formal SpaceX deal has been disclosed. This sidesteps subsea-cable economics and lets Panthalassa deploy in open-ocean regions far from any landing station.
- Training workloads — which require enormous synchronized clusters, ultra-low inter-node latency, and continuous high-bandwidth telemetry to centralized orchestration — are economically and physically incompatible with the architecture. Inference, by contrast, is **embarrassingly parallel**: each Panthalassa node can independently host model weights and serve requests with only intermittent satellite uplink.
See [[Inference vs Training]] for the underlying economics. Panthalassa is essentially a play on the long-run shift in AI compute spend from training (capex-heavy, centralized, training-cluster-bound) to inference (opex-heavy, geographically distributable, far larger in aggregate). If inference becomes 90%+ of compute spend — which most industry observers now expect — distributed offshore inference farms become economically thinkable rather than absurd.
## Funding: The Series B (May 2026)
On **May 4, 2026**, Panthalassa announced a **$140M Series B led by Peter Thiel**, valuing the company at approximately **$1B** — unicorn status in 10 years. Cumulative funding to date: **~$210M**.
**Lead investor:**
- **[[Peter Thiel]]** (personally, not via [[Founders Fund]] as the named entity, though the deal sits squarely within the Founders Fund thesis)
**Co-investors (selected, KB-relevant):**
- **[[John Doerr]]** ([[Kleiner Perkins]]) — climate-coded VC, normally on the opposite ideological side of Thiel deals. His presence is itself the news.
- **[[Marc Benioff]]** via TIME Ventures — Salesforce CEO; signals enterprise-adjacent strategic interest.
- **[[Max Levchin]]** via SciFi Ventures — PayPal Mafia continuity from Thiel's original cohort.
- **[[Dylan Field]]** — Figma CEO and former Thiel Fellow; the Thiel-Fellowship-to-Thiel-portfolio loop.
- **[[Super Micro Computer]]** — strategic supplier; provides AI-infrastructure hardware platforms that would plausibly run on Panthalassa nodes. Same week, Super Micro signed an MOU with NANO Nuclear to integrate microreactors with AI data center platforms — Super Micro is hedging across multiple alt-power vectors.
- **Susquehanna Sustainable Investments** — [[Jeff Yass]]'s family-office vehicle (Susquehanna International Group); a major Republican-aligned megadonor's first major appearance in this KB's energy/AI infrastructure layer.
- **Hanwha Asset Management (USA)** venture fund — Korean industrial conglomerate exposure.
- **Anthony Pratt** — Australian packaging billionaire; long-running Thiel-orbit individual investor.
- **Fortescue Ventures** — Andrew Forrest's iron-ore-to-green-hydrogen vehicle.
- **Gigascale Capital** — climate-tech fund; portfolio profile of Panthalassa was published in July 2025 and is the most detailed public source on the technology.
**Thiel's stated rationale (from the Series B press release):**
> *"The future demands more compute than we can imagine. Extra-terrestrial solutions are no longer science fiction. Panthalassa has opened the ocean frontier."*
The "extra-terrestrial solutions" phrasing is doing real work: it groups ocean compute, space compute, and other off-Earth infrastructure into a single category Thiel is positioning as the next decade's frontier. It also subtly distances Thiel from the land-based incumbents (Stargate, Meta nuclear deals, Eric Schmidt's Bolt) whose buildouts depend on cooperating with governors, county commissions, and grid operators.
See [[Panthalassa 140M Round]] for the structured deal record.
## Place in the Thiel Universe
Panthalassa is the rare 2026 Thiel-personal-led deal that ties directly into multiple existing nodes of the [[Founders Fund]] / Thiel-network thesis at once:
**1. Compute sovereignty.** [[Palantir]] sells the surveillance layer to the U.S. government. [[Anduril]] sells the autonomous-weapons layer. Panthalassa sells the energy-plus-compute substrate. The Thiel network is now layered across software, hardware, weapons, and infrastructure — a vertically integrated stack from electricity generation up through targeting algorithms.
**2. Both sides of the AI compute table.** [[Founders Fund]] is a major [[Anthropic]] backer; SpaceX (with Founders Fund equity) is now Anthropic's largest landlord at $3–4B/year for Colossus rental. With Panthalassa, [[the Thiel network]] is now also positioned to be the **landlord of last resort** if onshore data-center buildouts hit grid or political walls. Landlord on land via SpaceX; landlord at sea via Panthalassa.
**3. The Seasteading-to-Panthalassa arc.** Thiel funded the [[Seasteading Institute]] from 2008–2015 with the explicit goal of building floating offshore micro-nations beyond state jurisdiction. Seasteading produced essentially no built infrastructure. Panthalassa, fifteen years later, is the same hypothesis with a commercial wrapper: autonomous floating platforms in international waters operating outside state regulatory regimes. The platforms run inference, not citizens, but the jurisdictional logic is identical. The same network connects to [[Patri Friedman]]'s [[Pronomos Capital]] (charter-city fund) and [[Próspera]] (Honduras charter city) under the [[Patchwork]] implementation umbrella.
**4. Continuity with the PayPal Mafia investing pattern.** The Series B has [[Peter Thiel]] leading, [[Max Levchin]] in (PayPal co-founder), Dylan Field (Thiel Fellow), and Super Micro Computer (strategic infrastructure). The deal is a textbook expression of the Thiel-cluster preference for **single-bet, capital-heavy, defensible-via-physics-not-software** investments.
## Place in the Quest for 90 Gigawatts
Panthalassa is one of two new infrastructure vectors identified in mid-2026 ([[The Quest for 90 Gigawatts]] news log entry, May 7, 2026) as deliberate end-runs around the U.S. grid-capacity crunch:
| Vector | Lead capital | Compute target | Bypasses |
|--------|--------------|----------------|----------|
| Land-based (Stargate, Bolt, Meta nuclear) | OpenAI / SoftBank / Oracle / Schmidt / Zuckerberg | Training + inference | Nothing — fully grid-dependent |
| Orbital (SpaceX-xAI / Anthropic space-compute interest) | Musk network | Inference (eventually training) | Land use, water, grid, weather |
| Offshore (Panthalassa) | Thiel network | Inference only | Grid, land use, county permits, water rights, NIMBY |
This three-way split is the structural map of the AI energy buildout that emerged in Q2 2026. Stargate is **6.6 GW** of nuclear contracted (Meta), nearly **7 GW** of campus capacity announced (Stargate), and another **10 GW** targeted (Schmidt's Bolt). Against the **90 GW** Schmidt-named target, the onshore total is well under half — and the grid bottleneck is now the binding constraint (Northern Virginia has effectively frozen new permits through 2028; PJM Interconnection is projecting a **60 GW shortfall** over the next decade and a 75% YoY spike in wholesale power prices through Q1 2026; Hill County, Texas became the first Texas county to impose a data-center moratorium on May 12, 2026; a Michigan community voted down a $16B Stargate site, which began construction anyway).
In that environment, Panthalassa is a **strictly orthogonal supply** of compute capacity. Even at heroic execution — one factory producing 1 GW/year of nodes starting in 2028, scaling to ten such factories by 2035 — Panthalassa cannot close the Schmidt gap alone. But it does not need to. Its function in the Thiel-network portfolio is to provide **optionality on the buildout vector** that survives every plausible scenario in which land-based AI infrastructure stalls.
## Risks and Open Questions
**Engineering risk: the ocean is hostile.** Saltwater corrosion, biofouling, storm survivability, and station-keeping in open-ocean drift conditions have killed every prior commercial wave-energy program (Pelamis, Aquamarine, OPT's PowerBuoy variants). Panthalassa's claim is that the single-moving-part architecture and continuous-immersion design solve this. The 2026–2027 Ocean-3 pilots are the first test of that claim at commercial scale.
**Latency risk: inference workloads have latency budgets.** LEO satellite uplinks have ~25–40 ms one-way latency; for many real-time inference workloads (autonomous-vehicle perception, voice agents, trading) that is too slow. Panthalassa's addressable market is the subset of inference workloads — large-batch model serving, asynchronous agent loops, embedding generation, content moderation — where 50–100 ms round-trip is acceptable.
**Monetization risk: who pays per inference token?** Panthalassa needs to be either a wholesale compute provider (selling capacity to OpenAI, Anthropic, AWS, etc.) or a vertically integrated AI service. The Series B does not disclose customer commitments. The Super Micro participation and the Thiel-Anthropic relationship suggest plausible offtake paths but no contracts have been published.
**Regulatory risk: international waters are not free of law.** UNCLOS, the IMO, and the various coastal-state jurisdiction regimes will apply to floating data centers in ways that have not yet been litigated. The "ocean frontier" framing may not survive contact with the first cross-border data dispute or the first cable/fishing-vessel incident.
**Concentration risk for the broader [[The Quest for 90 Gigawatts]] thesis:** Panthalassa is a hedge, not a solution. Even believers should not score it as more than ~5% of the 2030 compute-energy gap.
