# Nebius **Nebius Group N.V.** (Nasdaq: **NBIS**) is an Amsterdam-headquartered AI cloud company — and the surviving non-Russian half of [[Yandex]]. In **July 2024** a Russian consortium bought Yandex's Russia-based assets for **$5.4 billion**, the largest corporate exit from Russia since the 2022 invasion of Ukraine. The Dutch parent, Yandex N.V., kept four businesses that had never been Russian-domiciled — AI cloud services, data labelling, autonomous driving and edtech — and **renamed itself Nebius Group in August 2024** with shareholder approval. Its Nasdaq listing, halted since February 2022, resumed in **October 2024**. [[Arkady Volozh]], Yandex's co-founder, returned as CEO. He had stepped back from the group after the EU sanctioned him in 2022; the EU lifted those sanctions in **March 2024**, and he has since renounced his Russian citizenship. ## Why it is in this KB On **2026-09-08**, [[Palantir]] named Nebius its **preferred sovereign AI infrastructure partner**. After an integration period, Nebius compute and inference endpoints are to sit inside the Palantir enterprise perimeter, letting eligible commercial customers run open models on Nebius infrastructure while keeping control of their data and models. The two also said they would accelerate new compute capacity "including through modular data-center deployments at sites where power is already available." No contract value, term or minimum commitment was disclosed. NBIS rose about 10% on the announcement; PLTR slipped about 2%. See [[Palantir-Nebius Sovereign AI Partnership]]. The reason this belongs in a right-wing-ecosystem knowledge base is narrower than it first looks, and worth stating precisely: - **The word "sovereign" is doing commercial work.** Palantir sells sovereignty — the promise that a government or regulated industry keeps control of its data, models and compute — to Western customers. The compute layer now fulfilling that promise is supplied by the corporate successor to Russia's dominant search and technology company, run by its founder. That is an **adjacency worth documenting, not an allegation**. - **Nothing in the public record establishes Russian control of Nebius.** The split was completed, the Russian assets were sold, the sanctions on Volozh were lifted by the EU, and the company is Dutch-domiciled and Nasdaq-listed. This page should not be read, or extended, as implying otherwise. - **The thing to watch is customers, not ownership.** The partnership as announced covers Palantir's *commercial* customers. If a U.S. government workload ends up running on Nebius compute inside the Palantir perimeter, the question stops being about a word and becomes a procurement question. ## Open - No disclosed contract value, term, or minimum commitment. - Nebius's stated ambition runs to multi-gigawatt data-centre capacity; the figures circulating in analyst notes are projections, not company guidance, and are deliberately not recorded here. > [!note] Stub > Minimum-viable page created 2026-09-27 to support [[Palantir-Nebius Sovereign AI Partnership]] and to close a gap where the vault had no [[Yandex]] entry at all.
