# MHB Media Inc
A private media-buying firm at **PO Box 3033, Arlington, Virginia 22203**, through which
**$44,816,754.13** of Republican independent-expenditure advertising has been placed on seven FEC Form 24
notices filed by **three committees** between 2026-09-25 and 2026-10-08. It appears only as a payee line;
it has no disclosure obligations of its own, and no reporting on the firm has been found.
It qualifies under the vendor-page rule adopted 2026-10-05 — *any political media buyer load-bearing on
three or more committees gets a page*.
⚠️ **It is not claimed here as the vault's largest buyer.** [[Del Ray Media LLC]]'s page publishes
$43,761,761.59, but that figure is a declared floor which **excludes** its [[No Going Back PAC]] lines —
and those alone include $14,110,252.00 on file 2018548. The two subtotals cover different notice sets and
**are not comparable**; ranking the buyers requires tracing both across the same date range, which has not
been done.
## Traceable placements
Every figure below is a payee line on a named Form 24 notice, read from the raw filed document. Nothing
here comes from an aggregate column (FEC Back-Sweep Standard **Rule 4c**) or from press reporting.
| Committee | Notice | Received | Payee lines | Amount | Share of notice |
|---|---|---|---|---|---|
| [[No Going Back PAC]] | **2015798** | 2026-09-30 20:52:44 | 17 of 66 | **$13,386,409.00** | **46.01%** |
| [[No Going Back PAC]] | **2015230** | 2026-09-25 18:19:02 | 17 of 65 | **$12,225,376.00** | **42.89%** |
| [[No Going Back PAC]] | **2018548** | 2026-10-08 18:55:46 | 16 of 55 | **$7,446,122.00** | **31.95%** |
| [[Senate Leadership Fund]] (SLF PAC) | **2018550** | 2026-10-08 19:00:00 | 2 of 9 | **$5,209,433.36** | **86.75%** |

| [[Senate Leadership Fund]] (SLF PAC) | **2015242** | 2026-09-25 19:30:00 | 1 of 22 | $1,986,823.21 | 8.42% |
| [[The Maine Standard]] | **2016518** | 2026-10-02 20:58:07 | 1 of 1 | $1,442,664.96 | **100.00%** |
| | | | **55 lines** | **$44,816,754.13** | |
**This is a floor, not a cycle total.** It covers only the receipt dates reviewed here
and it counts only lines naming this firm. Committee IDs: [[No Going Back PAC]]
**C00960435**, SLF PAC **C00571703**, [[The Maine Standard]] **C00961342**.
**One entity, verified.** All seven notices give the payee address as **PO Box 3033, Arlington, VA 22203**
with entity type `ORG`, across three unrelated filers — so unlike [[Del Ray Media LLC]], whose page has to
record that its single-entity status is unverified, this firm's identity is confirmed by address agreement
across every document.
## By race
| Race | Target | Amount |

| KY-06 | oppose Zach Dembo | $501,200.00 |
| IA-03 | oppose Sarah Trone Garriott | $330,996.00 |
**Eighteen positions, twelve states, six Senate races and twelve House districts.**
**$39,204,001.63 — 87.48% — is negative**, against $5,612,752.50 positive.
Districts above are the **district field of the filings themselves** (SE field 34), not inferred from the
candidate. House races have no vault page yet and are left as plain text.
⚠️ **One filing is internally inconsistent and it is recorded, not resolved.** The Michael LiPetri line on
file 2015230 carries district **`03`** in its district field while its candidate ID is **`H0NY02267`**,
which encodes NY-**02**. The two fields disagree. This page quotes the district field and flags it; which
race the money actually ran in is **not established** by the document.
## Why it matters
🔴 **In Maine it placed money for two committees against the same candidate on the same day.** The firm's
largest race position, **$6,549,413.77 against [[Troy Jackson]]**, arrives on **three notices from two
different committees**. On expenditure date **2026-09-30** it placed **$3,119,925.60 for SLF PAC**
(file 2016506) and **$1,442,664.96 for [[The Maine Standard]]** (file 2016518) — **$4,562,590.56 against
one candidate, on one day, through one buyer, from two committees that are legally forbidden to
coordinate.** The Maine Standard's notice is **100% of its filing**: the committee exists, on the record
so far, to route money through this firm. See [[The Maine Standard]] and [[Trevor Kowalski]].
🔴 **The mirrored-pair signature belongs to this vendor, not to the committee.** [[No Going Back PAC]]'s
notices are known in this vault for splitting a buy to the cent between supporting a Republican and
attacking the Democrat in the same race. **Every one of those mirrored pairs is an MHB line:**
| Notice | Race | Support | Oppose |
|---|---|---|---|
| 2015230 | [[NH-Sen-2026]] | Sununu $856,449.50 | Pappas $856,449.50 |
| 2015230 | [[AK-Sen-2026]] | Sullivan $810,361.50 + $44,519.00 | Peltola $810,361.50 + $44,519.00 |
| 2015230 | KY-06 | Alvarado $121,400.00 | Dembo $121,400.00 |
| 2015798 | [[NH-Sen-2026]] | Sununu $1,006,949.50 | Pappas $1,006,949.50 |
| 2015798 | [[AK-Sen-2026]] | Sullivan $868,130.50 | Peltola $868,130.50 |
| 2015798 | KY-06 | Alvarado $127,400.00 + $62,500.00 | Dembo $127,400.00 + $62,500.00 |
| 2018548 | [[AK-Sen-2026]] | Sullivan $823,611.50 + $44,519.00 | Peltola $823,611.50 + $44,519.00 |
| 2018548 | KY-06 | Alvarado $127,400.00 + $62,500.00 | Dembo $127,400.00 + $62,500.00 |
The pairs are identical to the cent and they recur across three notices eight and thirty-eight days apart.
That makes the mirroring an **invoicing convention of this firm** — one media purchase booked against both
sides of a race — rather than a strategic decision by the committee. **It matters because the vault has
been reading the pattern as a committee tell on three Deal pages.** Where a notice's buy is *not* split to
the cent, a different vendor placed it: on file 2018482 [[WinSenate]] bought both sides of
[[MI-Sen-2026]] in unequal amounts through two firms, and on 2018550 SLF PAC's support and oppose money
went to different vendors entirely.
🔴 **It is SLF PAC's negative buyer, and it took none of that committee's first positive money.**
[[Senate Leadership Fund]]'s share through this firm went **8.42% → 13.85% → 86.75%** across three
notices. On file **2018550** — the notice on which SLF PAC bought the **first positive advertising of its
2026 cycle** — MHB took **$5,209,433.36 of the notice's $5,542,105.69 of opposition spending, 93.99%**,
and **$0.00 of its $463,195.00 of support spending**, which went to Cavalry LLC and SLMG LLC instead. The
committee did not reallocate an existing buy when it turned positive; it hired different firms, and left
this one doing what it had always done.
🔴 **The two committees file through it minutes apart.** On **2026-10-08** [[No Going Back PAC]]'s
MHB-routed notice landed at **18:55:46** and SLF PAC's at **19:00:00** — **four minutes and fourteen
seconds** apart. On **2026-09-25** the same pair landed 71 minutes apart (18:19:02 and 19:30:00); on
**2026-10-02** SLF PAC and [[The Maine Standard]] landed 98 minutes apart (19:20:14 and 20:58:07) against
the same candidate. Three dates, three pairs, every one of them routed through this firm. **Nothing here
alleges coordination**, and filing times are driven by reporting deadlines that fall on all filers at
once — but the clustering is on the record and it is the kind of thing a disclosure regime does not ask
anyone to explain.
**The purpose codes differ by client, which is a small tell about who writes the filings.**
[[No Going Back PAC]] describes the medium — `PLACED MEDIA: RADIO`, `PLACED MEDIA: TV AND CONNECTED TV`,
`PLACED MEDIA: CONNECTED TV` — and files unquoted fields. SLF PAC and [[The Maine Standard]] both write
the identical generic string `MEDIA PLACEMENT` and both use the quoted-field convention. Two filing
practices, one vendor.
**Its channel mix is partly outside broadcast ad-tracking.** The No Going Back purposes name **radio and
connected TV** explicitly. Connected-TV placement does not appear in the broadcast ad-tracking data that
mid-cycle outside-spending reporting is built on, which is the same measurement gap recorded at
[[Del Ray Media LLC]] and across five consecutive days of filings.
> [!note] Open questions
> - **Ownership and principals.** Unestablished. No corporate filing has been pulled. The name's initials
> suggest a personal monogram; that is a guess and is recorded as one.
> - **What the firm is.** Whether it is a full-service buyer, a placement desk, or a pass-through to
> station buys is not established by any document read here. Entity type on every filing is `ORG` and
> every purpose code is a placement, not production.
> - **Relationship to [[Del Ray Media LLC]]**, the other eight-figure Republican buyer, which files from
> **PO Box 1309, Alexandria, Virginia**. Two Northern Virginia PO boxes splitting
> [[No Going Back PAC]]'s notices between them — $14,110,252.00 to Del Ray and $7,446,122.00 to MHB on
> file 2018548 alone, 92.47% of that notice between the two. **No relationship is established and none
> is alleged**; the two firms co-occurring on one committee's filings is the whole of what is known.
> - **State-level work.** Transparency USA lists an "Mhb Media Inc" as a payee in **Washington** and
> **Wisconsin** state politics. Whether that is this firm has **not** been verified and no figure from
> it is quoted here. It is the only independent trace of the name found, and it is a lead, not a source.
> - **Press coverage.** None found. Two targeted searches on 2026-10-09 returned no reporting on the firm.
> - **Cycle total.** Not derived. Requires every Form 24 payee line naming the firm across all committees
> for the cycle; the $44,816,754.13 above is a floor over worked receipt dates only.
## Verification
Every figure on this page traces to one of the seven file numbers above, each present in
`sources` as a `docquery.fec.gov/dcdev/posted/<n>.fec` URL and each read as a raw filed document. All
seven are **originals** (`F24N`) — no amendment forms — and none carries
a memo-coded row. None is a periodic report. Per-notice
shares are computed against each document's own live Schedule E total, not against an aggregate column.
Derived on 2026-10-09; the per-notice subtotals
independently reproduce the figures already recorded on the five Deal pages and three organisation pages
that cite this firm, to the cent.
