# GEO Group
The larger half of the private-detention duopoly (Boca Raton, FL; founder George Zoley retook the CEO title March 2026). Stock jumped ~42% the day after the November 2024 election; ~26,000 [[ICE]] beds under contract by mid-2026 including Delaney Hall in Newark (1,000 beds, ~$1B/15 years). Its BI Inc. subsidiary runs ICE's ISAP ankle-monitor/SmartLINK program — the GPS-tracked population nearly tripled to ~48,000 in 2025 — plus a $121M skip-tracing contract. [[Pam Bondi]] lobbied for GEO at [[Ballard Partners]] before becoming AG.
## The 2026 contract-then-donation sequence
GEO's political giving is not unusual for a federal contractor. What became newsworthy in August 2026 is the **interval**.
Reporting by Kenneth P. Vogel and Hamed Aleaziz of the *New York Times* on August 21, 2026 laid out two pairings within a single month:
| Contract announced | Terms | Donation to [[MAGA Inc]] | Gap |
|---|---|---|---|
| July 13, 2026 | Five-year ICE contract, **$85 million a year**, 1,188-bed detention center in Hudson, Colorado | **$1,000,000** on July 16 | 3 days |
| July 29, 2026 | Five-year ICE contract, **$80 million a year**, 1,320-bed facility in Winton, North Carolina | **$413,000** on July 31 | 2 days |
The donations came through **GEO Reentry Services LLC**, a GEO subsidiary — the same vehicle that has given more than **$4.4 million** to MAGA Inc since the start of 2025, including $1 million contributions in October 2025, March 2026, and April 2026. GEO entities were also among the first corporate donors into the super PAC in the 2024 cycle, at $1 million each.
White House spokesperson Lauren Bis: "Any allegation that political donations play a role in agencies awarding government contracts are [sic] false. It is not shocking that ICE is announcing more contracts to detain illegal aliens as President Trump carries out the largest deportation operation in American history."
> [!note] What the sequence does and does not establish
> Proximity in time is not proof of exchange, and the vault should not assert one. What the record does establish is that a company whose entire revenue base is discretionary federal detention contracting routed **$1.4 million** to the president's super PAC within seventy-two hours of each of two contract announcements, and that no disclosure regime required either party to explain it. The [[Quid Pro Quo]] framework is designed around provable agreements; this is the shape corporate money takes when the agreement never has to exist.
## Why GEO is the cleanest case in the sector
Three features make the company unusually legible.
1. **Single customer.** Unlike a diversified contractor, GEO's growth is almost entirely a function of federal detention policy. Its stock moves on election results, not on operating performance.
2. **Publicly announced contracts.** ICE detention awards are announced by the company itself, to its investors, on a datable schedule — which is what makes the donation intervals measurable at all.
3. **A named super PAC recipient.** The money goes to [[MAGA Inc]], which files with the FEC, rather than into a 501(c)(4) where it would be invisible. The Project On Government Oversight has separately documented GEO routing money through dark-money vehicles tied to lawmakers, which is the version of this that cannot be tabulated.
The company is the sector's demonstration case: [[CoreCivic]] runs the same business model, and the [[Carceral and Border Security Sector]] page carries the industry-level picture.
> Still to expand: Zoley history, the Wackenhut lineage, facility-by-facility abuse litigation, the EPA case ProPublica documented, and BI's electronic-monitoring economics.
