# Burisma
**Burisma Holdings** is a Ukrainian natural gas producer owned by **Mykola Zlochevsky**, who served as ecology and natural resources minister under [[Viktor Yanukovych]]. Its significance to this knowledge base is almost entirely derivative: it is the company that put [[Hunter Biden]] on its board, and therefore the factual hook on which a decade of allegations against [[Joe Biden]] was hung.
The company itself is ordinary post-Soviet oligarchic business. What makes it a KB entry is that it became **a narrative object**, and that the narrative's central claim was ultimately adjudicated as a fabrication.
## The board seat
Hunter Biden joined Burisma's board in **spring 2014** and served until **2019**, while his father was Vice President and the Obama administration was deeply engaged in Ukraine policy. Reporting has consistently put his compensation at up to **$50,000 a month**; the exact figure comes from reporting rather than from a disclosed contract, and should be attributed as such. [[Devon Archer]], his business partner, joined the board at the same time.
There is no serious dispute that this was trading on a family name. That is the honest version of the criticism, and the vault treats it under [[Nepotism]].
## The Shokin sequence — what actually happened
The allegation is that Joe Biden forced the firing of Ukraine's prosecutor general **Viktor Shokin** in order to kill an investigation into Burisma. The sequence does not support it, in four specific ways:
**1. Removing Shokin was international policy, not a Biden initiative.** The European Union, the IMF, the World Bank and Ukrainian civil society all pressed for it. In February 2016 IMF Managing Director Christine Lagarde threatened to withhold **$40 billion** absent "a substantial new effort" against corruption. That same month, a bipartisan group of U.S. senators — including Republicans Rob Portman, Mark Kirk and **[[Ron Johnson]]**, later the author of a Senate investigation *into* the Bidens — urged President Poroshenko to press ahead with reform of the prosecutor general's office.
**2. The complaint was that Shokin did too little, not too much.** His own deputy, Vitaliy Kasko, resigned in protest in early 2016, calling the office "a brake on the reform of criminal justice, a hotbed of corruption, an instrument of political pressure." Ukraine's Anticorruption Action Centre documents that the prosecutor general's office under Yarema, Shokin *and* his successor Lutsenko successively let the Zlochevsky cases collapse.
**3. Shokin's office is what killed the one live foreign investigation.** In **April 2014** — the same month Hunter Biden joined the board — the UK Serious Fraud Office froze roughly **$23 million** in Zlochevsky-linked London accounts in a money-laundering inquiry. A British court ordered the funds released in **January 2015** because Ukrainian prosecutors would not supply the documentary evidence the case required. The Ukrainian prosecutors whose non-cooperation freed Zlochevsky's money were Shokin's.
**4. The bribery allegation was invented.** The specific claim that Burisma executives paid Joe and Hunter Biden **$5 million each** originated with FBI informant Alexander Smirnov, was recorded in an FBI form that became the marquee evidence of the House impeachment inquiry, and was fabricated. Smirnov pleaded guilty on **December 16, 2024** and was sentenced to **six years in prison**.
> [!warning] Both halves, or the page is wrong
> None of the above makes the board seat proper. A vice president's son taking a five-figure monthly retainer from a company under investigation in the country his father is managing policy toward is a genuine conflict of interest, and it is why the story had traction at all. What the record does not support is the *specific* charge — that Joe Biden used American foreign policy to protect the company. Keep the two separate.
## Why it matters here
**Burisma is the vault's cleanest case of a real conflict of interest being used as the carrier for an invented one.** A fabrication attached to nothing tends to die. This one attached to a genuine impropriety, borrowed its credibility, and outlived its own evidence — the same durability documented at [[Uranium One]], but with a real underlying fact at the center, which is what made it far more effective.
It also drove concrete American political events: the pressure campaign at the heart of the [[Trump-Ukraine Scandal]] and [[Trump First Impeachment]], the recall of Ambassador [[Marie Yovanovitch]], the testimony of [[Alexander Vindman]], and the framing that [[Peter Schweizer]] and the [[Government Accountability Institute]] had seeded in 2018.
