# DOGE and the Federal Workforce
## Snapshot
DOGE — the [[Department of Government Efficiency]] created by executive order on January 20, 2025, and chaired by Elon Musk — is technically dismantled but operationally alive as of April 2026. Musk departed in May 2025 after a public break with Trump; acting administrator Amy Gleason now runs what remains of the entity, which is set to legally sunset on July 4, 2026. What has not sunset is the damage to the federal workforce and the downstream service disruptions cascading through Social Security, the IRS, the VA, the NIH, NOAA, and the USDA.
The numbers are staggering: **317,000+ federal positions eliminated** — 13.7% of the entire civilian federal workforce — per the GAO's January 2026 update ([GAO](https://www.gao.gov/products/gao-26-108719)). Treasury lost 28% of its staff. DoD civilian workforce is down 8%. The Deferred Resignation Program ("Fork in the Road") cost $4.5B in severance for roughly 154,000 employees who were paid through September 2025 with no work assigned ([FNN](https://federalnewsnetwork.com/workforce/2026/04/the-government-paid-4-5-billion-to-feds-who-took-the-drp-one-estimate-shows/)). The Partnership for Public Service estimates the economic cost at $165.6B in lost GDP ([GovExec](https://www.govexec.com/workforce/2026/04/trumps-federal-workforce-changes-cost-economy-more-1656b-analysis-finds/412818/)).
The 2026 political consequence: federal-workforce-heavy districts have turned into a "backfire zone." [[VA-02-2026]] — an early DOGE proponent — is now publicly walking back cuts to VA healthcare staff after losing 733 positions at the Hampton VA alone. The three-rater cascade that moved VA-02 from Toss Up to Leans D / Tilt D on April 21, 2026 was tied as much to DOGE's constituent-service backfire as to redistricting.
## Current state — April 2026
**DOGE's status.** The Trump administration dissolved DOGE as a formal entity, though officials maintain "the principles remain alive" ([PBS](https://www.pbs.org/newshour/show/doge-disassembled-but-the-principles-remain-alive-trump-administration-says)). Musk signed off in May 2025 after a breakdown with Trump over DOGE's inability to hit its $2T savings target, ultimately claiming ~$150B in savings ([MeriTalk](https://www.meritalk.com/articles/musk-signing-off-doge-remains-until-2026/)). Internal DOGE depositions leaked in March 2026 confirm the $2T target was never reachable ([Fortune](https://fortune.com/2026/03/16/doge-employee-deposition-lawsuit-federal-deficit-elon-musk-spending/)). Amy Gleason is acting administrator. Legal sunset: July 4, 2026.
**Workforce cut breakdown.** Per GAO's January 2026 report:
- Total positions eliminated: **317,000+** (13.7% of the workforce)
- DoD: 61,600 positions (8%)
- Treasury: 31,600 (28%)
- USDA: 21,600 (22%)
- Direct RIF separations in 2025 alone: 17,000 ($763.9M severance)
- Deferred Resignation Program (DRP): ~154,000 took buyouts, paid through September 2025, total cost $4.5B
- FY2026 budget: proposed another 140,000 in cuts
**[[Schedule F]] (Schedule Policy/Career).** Reinstated via December 2025 OMB memo; OPM finalizing rule as of March 2026 to strip civil-service protections from ~50,000 federal policy-influencing roles ([GovExec](https://www.govexec.com/workforce/2026/02/trump-admin-moves-finalize-return-schedule-f/411239/)).
**Impoundment.** Russell Vought / OMB blocking ~$410B+ in congressionally appropriated spending. The administration rejects the constitutionality of the 1974 Impoundment Control Act and is challenging GAO's authority to enforce it ([GovExec, April 2026](https://www.govexec.com/management/2026/04/vought-defends-fiscal-2027-budget-request-democrats-criticize-omb-violating-spending-law/412881/)).
## Service disruptions
- **Social Security**: Nationwide workload-management system rollout postponed twice citing staffing gaps; wait times for benefits decisions and field-office appointments have lengthened materially ([FNN](https://federalnewsnetwork.com/management/2026/04/social-security-postpones-rollout-of-nationwide-systems-to-manage-its-workload/)). The infamous "dead people paid SS" narrative that drove early DOGE claims was refuted by SSA itself.
- **IRS**: Workforce down 25%. 1.5M tax refunds delayed into March+. GAO warned that cuts undermine ongoing AI-modernization work ([CNBC](https://www.cnbc.com/2026/01/23/smaller-irs-budget-cuts-impact-2026-tax-season.html)). An additional ~4,000-person cut proposed in IRS FY2026 plans.
- **VA**: 13,000 veteran employees lost. Hampton VA alone: 733 positions cut, including 95 mental-health clinicians ([CBPP](https://www.cbpp.org/blog/veterans-have-borne-trump-administrations-deep-cuts-to-federal-personnel)). Clinical trials delayed; research programs suspended.
- **NIH / NSF**: Research grant cancellations and slowdowns; accidentally-fired nuclear-safety personnel at NNSA had to be rehired.
- **NOAA / weather**: Hurricane-season forecasting degraded; staff reductions documented by the National Weather Service Employees Organization.
- **Parks / FAA / air-traffic control**: Staffing vacancies.
## Court rulings
- **Humphrey's Executor / Wilcox–Harris (NLRB)**: SCOTUS on May 22, 2025 stayed reinstatement of NLRB member Gwynne Wilcox, ruling the president may remove executives "without cause" — an effective narrowing of Humphrey's Executor ([SCOTUSblog](https://www.scotusblog.com/2025/10/shadow-overruling-its-not-just-for-humphreys-executor/)). D.C. Circuit upheld the removal power.
- **DOGE Treasury data access**: Multiple preliminary injunctions issued; Fourth Circuit vacated one in April 2026 while upholding NARFE standing ([NARFE](https://www.narfe.org/blog/2026/04/21/appeals-court-vacates-preliminary-injunction-against-doge-upholds-standing/)).
- **Impoundment**: SCOTUS stayed a district-court impoundment ruling in September 2025; administration argues the Impoundment Control Act bars lawsuits altogether.
- **Union stripping**: AFGE won a temporary injunction blocking the FLRA rule that would strip collective-bargaining rights from ~1M federal employees ([AFGE](https://www.afge.org/article/afge-victory-judge-blocks-trumps-attempt-to-strip-union-rights-from-a-million-feds/)).
## Factions and positions
**Trump / MAGA post-Musk.** With Musk gone, the movement consolidated behind Russell Vought and OMB's impoundment-maximalist project. The rhetoric has shifted from Musk's "waste, fraud, abuse" to Vought's "unitary-executive budget authority."
**Russell Vought / OMB.** The intellectual engine of the current phase. Vought rejects the Impoundment Control Act, treats GAO's enforcement authority as optional, and uses delayed apportionments as a de facto line-item veto. His posture is the most consequential ongoing constitutional fight in the executive branch.
**Moderate Republicans in federal-workforce-heavy districts.** The breakage point. [[Jen Kiggans]] (VA-02) — an early DOGE backer — has publicly opposed Hampton VA clinical-staff cuts ([WAVY](https://www.wavy.com/news/rep-kiggans-says-cuts-of-healthcare-pros-at-va-is-not-the-right-direction/amp/)). Rep. Eugene Vindman (VA-07), Jen Wexton's successors, and Northern Virginia delegations are facing direct constituent pressure. Colorado's CO-08 (federal/military Colorado Springs exposure) is another pressure zone.
**Democrats.** Messaging has moved from abstract "rule-of-law" framing to concrete service-delivery harm: "your SS check is late because they fired the people processing it." Federal-workforce-heavy districts have built local attack infrastructure around specific constituent stories.
**Federal employee unions.** AFGE, NFFE, NTEU have been the most active litigants. Multiple TROs and preliminary injunctions against RIFs, union-stripping, and Schedule F finalization.
**Federal employee morale.** Partnership for Public Service / OPM employee surveys show "thriving" share dropped 10 points (58% → 48%) between 2024 and 2026 ([GovExec](https://www.govexec.com/workforce/2026/04/fewer-federal-employees-are-thriving-and-more-are-struggling-according-new-survey/412752/)).
## Money and interests
**Pro-DOGE / pro-cuts.** [[Heritage Foundation]] ([[Project 2025]]), [[America First Policy Institute]], CPI (Center for Renewing America — Vought's shop), [[Mackinac Center]], AEI's federalism work.
**Anti-DOGE / pro-workforce.** AFGE, NFFE, NTEU federal employee unions; Partnership for Public Service; Project on Government Oversight; Brookings; the federal-contractor lobby (where cuts hit small businesses).
## 2026 race salience
- **[[VA-02-2026]]** — The canonical backfire zone. 196,000 veterans and 180,000 active-duty/DoD workers in district. Kiggans's early DOGE advocacy now a Luria attack line. Same-day three-rater cascade on April 21, 2026 from Toss Up → Leans D/Tilt D was partly driven by this dynamic.
- **VA-07 / VA-10** — Northern Virginia / D.C. suburbs with dense federal workforces.
- **MD-06 / MD-Sen** — Maryland federal concentration; D-held and defending.
- **CO-08** — Colorado Springs military and federal hub; freshman R Gabe Evans defending a near-even seat.
- **MI-07 / MI-Sen** — Federal-worker clusters in Lansing and Michigan Senate primary dynamics.
- **Fitzpatrick [[PA-01-2026]]** — FBI/former-federal-agent brand intersects rule-of-law and workforce themes.
## Polling
No major cross-national public poll specifically on DOGE approval/disapproval has been published as of April 2026 — a notable gap. Federal-employee surveys (OPM, Partnership for Public Service) show sharp morale declines. Trump overall economic approval fell to 30% in the April 2026 AP-NORC — with federal-cuts blowback cited as a contributor.
