# NY-21 (2026) — Anthony Constantino vs. Blake Gendebien ## Snapshot An **open Republican-held seat** in Northern New York, vacated by [[Elise Stefanik]]. On paper it is not close: the district carries over **215,000 registered Republicans** against about **133,700 Democrats** and **135,200 unaffiliated** voters. In practice it has been one of the more interesting races of the cycle, because the Republican nominee beat his own party's establishment in the primary and has since financed his campaign almost entirely out of his own pocket, while public polling has shown the Democrat level or ahead. ## The nominees - **[[Anthony Constantino]] (R)** — founder and CEO of Sticker Mule, the Amsterdam, New York printing company. Won the June primary with roughly **59%** over Assembly Member Robert Smullen (**40%**), with Donald Trump's endorsement and against the state party, most county committees and all seven of New York's Republican House members. [[Elise Stefanik]] endorsed him only after the result was clear. - **[[Blake Gendebien]] (D)** — dairy farmer; won the Democratic primary with **65%** over Stuart Amoriell. Smullen remained on the Conservative Party line after the primary. ## Polling A **Times Union/Siena** poll put [[Blake Gendebien]] ahead **46% to 42%**, and earlier polling through August showed the Democrat leading or close in a district of this partisan composition. No major forecaster rating has been recorded here yet. ## 🔴 The money is the story: a near-total self-funder Through the **pre-general report** (coverage to **2026-10-14**), [[Anthony Constantino]]'s committee — Constantino for Congress, Inc., FEC **C00892737** — had taken in **$14,464,951.19**, of which **$14,400,000.00 was lent by the candidate himself**. It accepted **$7,000.00** in contributions from anyone else and **refunded all of it**. Committee debt stood at **$17,000,000.00**. He added a further **$1,000,000.00** on **2026-10-29**, disclosed on a 48-hour notice — see [[Constantino 1M Self-Funding NY-21]]. ⚠️ **These are loans, not donations.** A candidate loan is repayable, and the wiki records it as self-financing rather than as money raised. Whether the $17 million of debt is ever repaid is not knowable until the post-election report. ## Outside-money log — FEC Form 24 notices ### Receipt date 2026-10-29 — [[Safety and Affordability PAC]] $841,280.31 **[[Safety and Affordability PAC]]** (FEC **C00960443**) disclosed **$841,280.31** in this district on **3 Schedule E lines** in a single Form 24 notice — **file 2043989**, `F24N`, received **2026-10-29T19:58:37**, expenditure date **2026-10-28**, election code `G2026`. | Direction | Candidate | Amount | Lines | Payee | |---|---|---|---|---| | support | [[Anthony Constantino]] | **$360,000.00** | 1 | [[MHB Media Inc]] | | oppose | [[Blake Gendebien]] | **$360,000.00** | 1 | [[MHB Media Inc]] | | oppose | [[Blake Gendebien]] | **$121,280.31** | 1 | Whistlestop Strategies LLC | **The first two lines are a dollar-matched pair** — the same sum reported for one candidate and against the other, which is how this committee reports 42% of its spending. See [[Safety and Affordability PAC 22.4M House IE October 2026]] for the full notice and what the pairing does and does not mean. The committee has **no disclosed funders**; its first Form 3X is not due until after the election. ## Key dates - 2026-06-23 — primary (held) - 2026-11-03 — general election ## Intel notes - **A Trump endorsement beat the entire state Republican apparatus** in a safe-seat primary, and the party's seven House incumbents all backed the loser. - **The self-funding is of a scale that distorts normal race-finance reading.** $15.4 million of one person's money in a House race is more than most competitive-seat super PAC programs, and because it is lent rather than given, the usual "money raised" comparison does not describe it. - **An open safe-R seat drawing outside money at all** is a signal. [[Safety and Affordability PAC]] putting $841,280.31 into NY-21 six days out suggests at least one well-funded committee does not treat the Siena poll as noise. ## See Also - [[Anthony Constantino]] · [[Blake Gendebien]] · [[Elise Stefanik]] - [[Constantino 1M Self-Funding NY-21]] · [[Safety and Affordability PAC 22.4M House IE October 2026]] - [[2026 House Races Hub]] · [[2026 Midterms Hub]]
