# FL-25 (2026) Florida's new 25th Congressional District pits Democratic Rep. [[Jared Moskowitz]] against Republican [[Scott Singer]], the former mayor of Boca Raton. The seat was created by the congressional map Gov. [[Ron DeSantis]] signed in May 2026, and [[Donald Trump]] carried its territory by about nine points in 2024. Even so, two of the three major forecasters now rate it as leaning toward Moskowitz, and the third calls it a toss-up. Party-aligned super PACs have reported more than $23 million in advertising here. It is a test of whether a map drawn to add Republican seats delivers one against a well-known Democratic incumbent. ## Where it stands As of October 28, 2026: - **[[Cook Political Report]]: Lean Democratic.** Moved from Toss Up on October 16, 2026. - **[[Sabato's Crystal Ball]]: Leans Democratic,** moved from Toss-up in its October 8 update. - **Inside Elections: Toss-up.** No independent poll has been released this fall; both October surveys are partisan. Public Policy Polling, a Democratic firm, found Moskowitz ahead 47 to 42 among 592 likely voters on October 21–22. It answered a Republican survey by National Research Inc. (400 likely voters, mid-October) that had Singer ahead 49 to 42. ## The district The new 25th runs along the Atlantic coast from Boca Raton and Delray Beach in Palm Beach County, through Fort Lauderdale, Pompano Beach and Hallandale in Broward County, to Miami Beach in Miami-Dade. Inside Elections described it as a seat with no true predecessor: about 46 percent of its residents came from the old 23rd District, 30 percent from the old 24th and 16 percent from the old 25th. Trump won the area 54.2 to 45.0 percent in 2024; Joe Biden carried it in 2020. The Moskowitz campaign estimates that about a quarter of residents are Jewish. The Legislature passed the map on April 29, 2026, and DeSantis signed it on May 4; it could give Republicans up to four more of Florida's 28 House seats. Voting-rights groups led by Equal Ground Education Fund sued the same day under the state's 2010 Fair Districts amendments, which ban drawing districts to favor a party. A Leon County judge declined to block the map in May, and on June 10 the Florida Supreme Court, by a 6–1 vote, declined to intervene before the election. The challenge continues in circuit court, where Judge Joshua Hawkes ruled on September 3 that it will be tried without a jury. The redraw moved Moskowitz's old 23rd District north into Palm Beach County; he chose the 25th because most of his constituents now live there. [[Debbie Wasserman Schultz]], who represented the old 25th, ran in the 20th District instead. ## The candidates - **[[Jared Moskowitz]] (D)** was first elected in 2022. He was a state legislator and later DeSantis's emergency-management director, and is endorsed by [[AIPAC]]. - **[[Scott Singer]] (R)** was mayor of Boca Raton from 2018 to 2026. A business attorney and [[America First Policy Institute]] fellow, he is endorsed by Trump (since September 1) and the [[Republican Jewish Coalition]]. - Libertarian Peter Jassenoff and write-in candidate Michaelangelo Hamilton are also on the ballot. ## How the nominations were decided Both party primaries were held on August 18, 2026. - **Democratic:** Moskowitz beat Oliver Larkin, a union organizer endorsed by the [[Democratic Socialists of America]], 63.5 percent to 36.5 percent (27,931 votes to 16,057). - **Republican:** Singer won a five-way field with 31.4 percent. George Moraitis took 27.5 percent, Dan Franzese 25.7 percent, Joe Kaufman 12.3 percent and Raven Harrison 3.2 percent. Trump stayed out of the primary. ## Money Through October 14, 2026, according to Federal Election Commission reports: | Candidate | Raised (cycle) | Spent | Cash on hand | |---|---|---|---| | Moskowitz | $5.71 million | $4.85 million | $1.21 million | | Singer | $3.26 million | $2.79 million | $0.47 million | **Outside money.** Super PAC advertising, as filed with the FEC through October 24, 2026: | Committee | Direction | Amount | Filings | |---|---|---|---| | [[No Going Back PAC]] | against Moskowitz | $7.60 million | [[No Going Back PAC 28.5M Multi-Race IE September 2026]] · [[No Going Back PAC 29.1M National IE Program]] · [[No Going Back PAC 10.8M House Program October 2026]] | | [[Congressional Leadership Fund]] | against Moskowitz | $6.08 million | [[CLF 32.8M House IE October 2026]] · [[CLF 35.1M House Map IE October 2026]] | | [[House Majority PAC]] | against Singer | $9.37 million | [[House Majority PAC 21.9M House IE October 2026]] · [[House Majority PAC 49.9M House Map IE October 2026]] · [[House Majority PAC 61.1M House Map IE October 2026]] | No Going Back PAC is a new super PAC reported to be backed by [[MAGA Inc]]. ## What to watch - Whether the district votes more like 2024 (Trump by nine) or 2020 (Biden). - Jewish voters, whom both candidates have courted on Israel and antisemitism. - Late outside spending, which super PACs must report within 24 hours in the final weeks. - The map lawsuit, still pending; it cannot change this year's lines. ## Connections - [[Jared Moskowitz]] · [[Scott Singer]] · [[Ron DeSantis]] · [[Donald Trump]] · [[Debbie Wasserman Schultz]] - [[Mid-Decade Redistricting]] · [[Redistricting Timeline 2025-2026]] · [[Gerrymandering]] - [[Congressional Leadership Fund]] · [[No Going Back PAC]] · [[MAGA Inc]] · [[House Majority PAC]] - [[FL-09-2026]] · [[FL-27-2026]] · [[FL-Sen-2026-Special]] - [[2026 House Races Hub]] · [[2026 Key State Races Hub]] · [[2026 Midterms Hub]]
